Responsibilities
Under general direction, plans, develops, and provides direction and guidance on comprehensive, developmentally appropriate educational services program that is responsive to the unique education situations and challenges of Tribal students, children and their families.
Develops, and implements monitoring plans to ensure the program, meets KTTT and Tribal Education Division standards, Head Start Performance Standards, and/or Childcare center minimum standards.
Essential Duties and responsibilities include the following
- Responsible for the supervision of childcare and head start center management and program services and improvement.
- Provide direct supervision to the Instructional Coach, Head Start Supervisor, Child Care Supervisor, Family Service Workers, Physical Education Coach, the Special Education Teaching staff, Health Services Specialist, and special education contractors as assigned.
- Knowledge of theories and principals related to child growth and development, PK-12 education- specifically Head Start and CCDF program standards.
- Works to improve the Education Leadership who directly and indirectly supervise all staff across centers to ensure teams are collaborating and coordinating services, and provides guidance and performance feedback and resources to all center/program staff.
- Ensures and oversees Education Leadership to develop yearly program and center improvement plans that will guide center improvement, and ensure staff are providing inclusive programs to target all special populations.
- Provide support and guidance to program management in the implementation of the Child Development Work Plans and ongoing monitoring for local implementation. Knowledge and ability to implement and develop data driven instructional plans.
Curriculum
- Ability to develop and implement data driven monitoring, review, and assessment tracking systems to address the tracking and data collection needs as they relate to compliance and quality services.
- Ability to guide progress and ensure success while adhering to the KTEA approval process.
- Assist in the development of a unique framework that will meet the unique educational needs of the Kickapoo students (when applicable).
- Awareness, and in-depth knowledge and ability to implement the Head Start Performance Standards, KTEA, and/ or Child Care Minimum Standards.
- Collaborate directly with staff leadership team and curriculum director to develop, track, edit, update, and format local training, guidance and monitoring of curriculum implementation.
- Oversees staff responsible to conduct at least one (1) face-to-face meeting with Lead Teachers a week. Conduct at least two (2) teacher observations per center, per month and as frequent as necessary to support a high level of curriculum implementation.
- Develop a monitoring and review plan for centers in areas related to life skills curriculum, and resources.
- Within 1st year of position work with team to develop management meeting schedule and record that ensures all center management designees meet at minimum two (2) times a month
- Develop monitoring plan to ensure management staff are conducting staff performance reviews, classroom walkthroughs, and classroom or learning center audits (as applicable)
- Develops the division special education staff training and professional development plans, and ensures center management are implementing accordingly.
- Model and redirect management behavior, as it relates to staff coaching, performance review, and other direct supervision needs.
- Oversee curriculum staff monitor individualization in lesson plans, and observations in the classroom of the curriculum and ensure effectiveness of lesson plans.
- Monitor newest research on Special Education, Limited English Proficiency, Child Development and Education
- Monitor, walkthrough, and document observations for staff and program improvement that ensures each center is implementing accommodations, resources, and other manipulatives.
- Monitors staff responsible to implement and conduct screenings and children assessments and update assessment information on an ongoing basis, while utilizing data to drive instructional center and program improvement plans.
- Provide feedback, guidance, and when applicable resources for lessons and activities reflective of individual needs in the classroom.
- Provide onsite one on one training, technical assistance, for management team as it relates to monitoring, compliance strategies and documentation to support educational goals.
- Provide management support and guidance in the implementation of the all Curriculum related plans, including but not limited to; Family Service, Child Development and Disabilities Services Work Plans for Head Start, Childcare Center, and as applicable Tribal Student Services.
- Facilitate plans to ensure Special Education Instructor and applicable management support and train teacher(s) regarding implementation of the Child Development, Early Intervention, Disabilities, nutrition, health, physical education, food service, and other Program Work Plans, IEP’s and referrals.
- Coordinate with Operations Director, guide and monitor the center management to ensure center and staff systems are in place including but not limited to; record keeping and documentation of materials, memorandums, resources and other justifications needed for the purchase of learning center supplies, curriculum and materials to reflect classroom implementation and practices that promote differentiated instruction in the classroom.
- Supervise Curriculum Management to ensure centers/ programs develop plans Track and monitor center management have evidence of individualization of the Child Development Program within the local program.
- Supervise Curriculum and other education management designees to ensure that teachers and other applicable staff to learn how to align lesson plans, to target areas and improvement goals demonstrating knowledge of how to justify and request developmentally appropriate supplies, materials, and resources for classroom staff to utilize in their documented curriculum implementation.
- Maintain and report attendance to support CACFP requirements.
Special Education Instructional and Program Management
- As assigned, monitor outreach support appointments and efforts related to all transition services for special education students entering and exiting school programs, in conjunction with Academic Services Coordinator, TSS College and Career Services Manager.
- Develop and upon KTEA approval implement a system for monitoring and oversight and for special education instructor and programs and services to meet students’ needs.
- Guide for Language, Academic Services Coordinator and program Management the development of innovative instructional programs, helping teachers to pilot such efforts when – approved, assigned and as appropriate.
- Ensure that student progress is evaluated on a systematic basis, and that the findings are used to make recommendations and develop program improvement goals that will make the special education program more effective.
- Develop alternate and hydbrid educational plans that will promote distance education using the appropriate use of technology in the teaching-learning process.
- Develop a plan alongside center management to draft, review, and update procedures for safe storing and integrity of all public and confidential school records Assist the Special Programs Director, and other KTEA Data Committee to develop data collection systems, policy, and framework for personnel and student records keeping procedures comply with state/federal law and tribal education policy.
- In collaboration with the parents/guardians, and TSS Designated Casework/Advocacy staff- attend, supervise and monitor the admission, review, and dismissal (ARD) process for enrolled assigned caseload students.
- Make recommendations, complete memorandum, and approval process for contracts including but not limited the drafting process, update, review, redline, and or other needs related to the implementation as related to drafts, updates, review, and implementation of contracts for special education students receiving services outside of the tribal education sites.
- Manage the special education referral process in coordination with College and Career Services Manager, and when applicable TSS Afterschool Academics Coordinator; arrange for or conduct student assessments; make recommendations regarding placement and program management for individual students.
- Obtain and use evaluative findings (including student achievement data) to gauge special education program effectiveness.
- Participate in committee meetings to ensure the appropriate placement and development of individual education plans for students according to KTEA and/ or other center standards, or procedures.
- Plan the necessary time, resources, and materials to support direct reports, and center management to accomplishing educational goals.
- Provide input, and feedback to center management, and instructional staff as related to instructional resources, supplies, equipment, and other needs as relates to Childcare, Head Start and TSS Academic Services Learning Center (s).
- Support direct instructional staff, and center management to develop monitoring plans; that will facilitate the compliance documentation process as it relates to the implementation of differentiated, modified, and accommodated lesson plans that reflect each individual child’s needs within TED.
- Work directly with TSS College and Career Services Manager, Curriculum Director, and parents to plan, coordinate, and facilitate internal parent/guardian student support round table, or “case meetings”. Document, update and track progress, goals and outcomes as per case session.
Family Partnership Building Supporting Tribal Education Centers
- Participate with Instructional Coach, and center management to ensure each program has developed and completed self-assessments, policy and procedures, ongoing monitoring and community assessments to support program quality.
- Provide center management with coaching and during the center’s implementation of the KTEA Language, Curriculum, and Tribal Student Services Education and Outreach, and plans that include parental participation in curriculum planning.
- Provide monitoring and oversight and guidance and support to center management to ensure that staff are adhering to home visits and communication log procedures.
Parent Involvement
- Attends all outreach and education events for curriculum and otherwise assigned programs to ensure that centers are providing training for parents as identified in the community needs assessment, and in all aspects of child development.
- Provide support and input along with leadership team, and center management teams that promote the data collection and development of internal resources including but not limited to; presentation documents, forms, and systems that track the participation and program requirements for outreach and education
- Guide Education and Outreach, and Family Services staff to develop parent communication plans that will encourage and support parents to participate in classroom activities and field trips.
- Guide Education and Outreach and Family Services staff to develop tentative recommendation and calendar for center outreach and education programs, including but not limited to; financial aid awareness sessions, parent/teacher conferences and communication.
- Guide Education and Outreach and Center management staff to support centers with promoting services and programs that provide education and outreach related to health and wellness including but not limited to those related to women’s health issues such as; prenatal input in lesson planning.
- Work collaboratively with program staff to implement smooth seamless transitions for children and families into, out of, and within the program.
Community Partnership
- Model a leadership platform that is solution and systems driven, develop a work place culture that is rooted in collective responsibility and accountability, and fosters open and honest communication, and highlights opportunities for growth. Ensure staff are accountable for outcomes, and measurable, develop a culture free from intolerance, negativity, and ignorance.
- Promote positive communications, among staff, colleagues and community.

Program Governance
- Ability to assess and provide feedback for improvement to staff without biases.
- Alongside the other Education Directors, provide support and guidance in the implementation of the program work plans and ongoing monitoring.
- Ensure programs, centers, and staff compile timely and ongoing reports that document evidence of staff and program observations and provide input from local staff and parents for KTEA and when applicable Parent Committees/Policy Council or other KTEA partner.
- Support parent(s), staff and community understanding of the various program accreditation standards including but not limited to Minimum Childcare Standards, when applicable NAEYC Accreditation Standards, OHS Program Performance Standards and KTTT /KTEA Policies and Procedures.
- Work collaboratively with the program core team to support program policy, and procedural development across designated KTEA programs.
- Draft, develop, and update policy and procedures as needed to ensure program compliance, safety and improve daily operations at ECLLC.
Planning
- Coordinate with program management staff to facilitate smooth activities for children, families, and staff.
- Coordinate with program management team to facilitate planning and ongoing monitoring for the programs.
- Ensure management is supervising the instructional lesson plans and activities in the classrooms meet individual needs of children.
- Support the planning, implementation, and monitoring of child screenings, assessments, and individualization with classroom teachers.
- Support the planning and implementation of parent(s) to include teacher conferences throughout the year for the continued support of transitions, services to children, children with disabilities, and general program operations.
Communication
- Expected to have excellent written and verbal communication skills, exhibit a high level of emotional intelligence at all times, and be skillful at adapting to situational needs.
- Responsible for submitting all communication documents to Program and grant agencies (when applicable) for review and approval.
- Responsible for obtaining approvals for center management regarding the dissemination of information to and from the teaching staff and parents, and community.
- Communicate with parents, leadership, PC Council, and KTEA central office staff, on issues related to the program, needs, child development, training, assessments, etc.
Record Keeping and Reporting
- Alongside program management, monitor and ensures program management provides guidance for lesson plans using a documented system of oversight and monitoring.
- Monitor and review children(s) records for eligibility, enrollment, and attendance requirements.
- Designates staff to maintain and report attendance to support CACFP requirements. Monitor the accuracy of OHS, CCDF, KTEA and other data and reports prior to requesting final approval from KTEA or KTTT administration.
- Develops and improves systems of monitor children(s) progress information through review of classroom files and communication with individual teachers.
Ongoing Monitoring
Oversees and provides ongoing monitoring for Instructional Coach, Head Start Supervisor, Child Care Supervisor, Family Service Workers, Physical Education Coach, the Special Education Teaching staff, Health Services Specialist, and special education contractors as assigned.
Self-Assessment
- Ensures applicable programs accurately completes self- assessment as required in a timely manner.
- Participate and maintain record and documentation of all self-assessments.
Human Resources
- Monitor staff(s) records to support compliance with staff requirements and development.
- Ensure staff training and certifications are aligned to grant and program requirements.
- Keeps records of staff performance, conduct and discipline on hand in at HR.
- Provide guidance to teaching staff and classroom volunteers in the area of staff requirements and staff development possibilities available through the agency and through local educational institutes.
Fiscal Management
- Alongside educational management monitor and oversee the purchasing, and request of materials; in areas including but not limited to budget coding, compliance, review and justifications as requested by the KTEA, and aligned to KTEA Policy and Educational Goals, Head Start Program Performance Standards and/or Childcare Minimum Standards.
- Work alongside the Operations Director and other designees to develop the educational site plans, special needs FFE, and materials and supplies outline the operational needs as relates to budget narrative, and budget to facilitate the purchase of local educational requirements, resources, or innovative program resources.
- Responsible for the fiscal oversight, appropriate, allocable, and allowable cost principles as related to grant and tribal funding sources. Required to adhere to KTTT policy as relates to accounting.
Quality Assurance: Evaluation and Assessment
- Assesses the implementation of the Head Start Program monitoring, grant narrative, grantor data, and other center/program work plans to ensure the program/content goals and objectives are met.
- Participates spontaneous or unplanned walk throughs and evaluations for onsite visits, classroom observations, and work groups to assess program needs and planning strategies for system/process improvement and/or development of early childhood education, disabilities, and mental health.
- Providing guidance and support alongside curriculum director in the monitoring and oversight and management staff to staff with implementation of curriculum/individualization plans and ongoing assessments.
- Perform other tasks assigned by supervisor and indirect supervisor.

This position does carry out supervisory responsivities in accordance with the organization’s policies and applicable laws.
Education/experience requirements:
Minimum Qualifications
Bachelor’s Degree in Child Development, Educational Leadership, or Childhood Education Related Field; and
Minimum two years of management and school wide improvement experience;
Minimum two years’ managing grant related experience as related to direct educational services;
Experience in Head Start program improvement, and grant management and oversight and Curriculum and Evaluation experience using, Creative Curriculum, GOLD Teaching Strategies
Over 5 years successful program improvement and leadership experience in working with Early Childhood within Tribal Education Department;
Preferred Qualifications
Master’s Degree in Child Development, Educational Leadership, or Childhood Education Related Field; and having Principal Certification
