Job Summary

The Supervisor will ensure the smooth operation of the preschool program, including coordinating, supervising, evaluating, and providing leadership to early childhood educators in the Early Childhood Public Preschool Program and the Early Childhood Coordinator. The Supervisor will provide oversight of the educational program to ensure high‑quality curriculum and instruction, ensure compliance with federal and state regulations, and maintain program records that document quality and compliance. The Supervisor will ensure that all preschool program sites meet the highest requirements of Ohio’s Step Up to Quality program.

Qualifications

• Ohio State Board of Education Administrative license
• Current Ohio State Board of Education teaching license in one of the following areas:
  • Early childhood intervention specialist license
  • Intervention specialist or education of the handicapped license with an endorsement in pre‑kindergarten special needs or early education of the handicapped
  • Pre‑kindergarten license or an early childhood license with an endorsement in pre‑kindergarten special needs or early education of the handicapped
  • Primary Intervention Specialist license (P‑5)
• Three years of experience teaching young children
• Three years of experience teaching special education
• Master’s Degree in administration or special education preferred
• Experience in supervising/evaluating professional staff preferred
• At least 3 years of relevant experience
• Master’s degree preferred
• Citizenship, residency or work visa required

Essential Functions

• Coordinate, supervise, evaluate, and provide leadership to early childhood educators in the Early Childhood Public Preschool Program and the Early Childhood Coordinator.
• Ensure programs meet the highest requirements of Ohio’s Step Up to Quality program.
• Ensure compliance with all applicable federal and state regulations and maintain program records that document quality and compliance.
• Serve as the primary point of contact for school districts in addressing program concerns; serve as a liaison between ESC staff and district personnel; report concerns to the Assistant Superintendent.
• Schedule and lead quarterly meetings with district directors to discuss program status and data.
• Provide technical assistance to staff and district personnel on issues related to preschool special education and preschool at‑risk programs (e.g., identifying resources and services that will improve the early childhood program).
• Ensure the preschool program implements strong instructional curriculum and instructional strategies for a developmentally appropriate preschool program.
• Ensure the smooth operation of the preschool program, including checking the staffing sheet daily and updating the Assistant Superintendent of openings as needed, overseeing staff scheduling to meet student needs and ratios, and ensuring daily operations (arrival, dismissal, ratios, etc.) run effectively and efficiently.
• Provide procedures for emergency situations, including fire drills, rapid dismissals, tornado drills, and school safety drills; keep records of such drills or dismissals; post emergency procedures in preschool rooms and make them available to school personnel, children, and parents.
• Supervise each child's admission, placement, and withdrawal according to established procedures; attend home visits as needed.
• Maintain cumulative records for each child.
• Oversee the development of Medical Plans in collaboration with teachers and parents.
• Supervise the Early Childhood Diagnostic Process, including overseeing scheduling of school year and summer diagnostics, and supervising the Early Childhood Coordinator of Curriculum and Staff Development and School Psychologists to support best practices in diagnostics.
• Supervise and evaluate school psychologists assigned to diagnostics.
• Coordinate meetings (e.g., IEP, ETR, TPC); attend IEP, IAT, and TPC meetings upon request; review and evaluate ETR, IEP, and other documents for quality and accuracy; monitor and sign off on completed documents.
• Collaborate with the Early Childhood Coordinator of Curriculum and Staff Development to schedule, facilitate, and provide high‑quality professional development for staff and paraprofessionals.
• Collaborate with the Early Childhood Coordinator of Curriculum and Staff Development to establish an efficient and effective system to communicate with staff at multiple locations; maintain an ongoing and visible presence at each program site.
• Collaborate with the Early Childhood Coordinator of Curriculum and Staff Development to maintain a schedule of regular staff meetings.
• Support and collaborate with the Assistant Superintendent of Student Services in recruitment, retention, and assignment of paraprofessionals, educational aides, and substitute teachers.
• Evaluate preschool staff members up for contract renewal using the OTES process; assign non‑contract renewals for OTES evaluation to the Early Childhood Coordinator of Curriculum and Staff Development.
• Work with staff members to evaluate and improve programs.
• Collaborate with the Early Childhood Coordinator of Services and Quality Assurance and Director of Student Services in annual program evaluation and strategic improvement plans as required by state and federal regulations.
• Participate in site visits, state audits, reviews, and/or evaluations.
