Description

Are you looking for an opportunity to protect vulnerable adults with statewide impact? The Adult Protective Services (APS) within the Home and Community Living Administration (HCLA) is hiring a Training and Compliance Specialist to develop and deliver meaningful, high-impact training that supports long-term success of our employees and the program's compliance with policies and procedures, state law, and federal regulations. APS protects Washington State's vulnerable adults from mistreatment by conducting objective and timely investigations and providing protective services. In this role, you will be a subject matter expert in training and compliance that supports development and implementation of training for APS employees statewide. You will develop, deliver, and implement training modules for front-line staff and management to ensure compliance with APS policy, state law, and federal regulations. You will analyze training needs for complex APS subject matter and create effective learning solutions using instructional design methodologies and adult learning best practices. You will also be responsible for short and long-range program planning and goal development as it relates to APS workforce development. Some Of What You Will Do

• Design, develop, and implement training in APS policies, procedures, and hands-on application of these requirements to APS field work
• Facilitate and coordinate training to APS management and line staff across the state
• Develop and implement quality assurance measures and perform quality assurance on training content and materials to ensure statewide consistency and compliance with APS policy, state law, and federal regulations
• Conduct ongoing analysis, review, revision and updates of existing training and develop new training in order to meet the training needs of new and existing APS managers and staff as well as tribal staff
• Monitor and evaluate training and outcomes for compliance and employee success through various methods (survey, evaluation, skills and learning testing, etc.)
• Track and monitor training plans statewide for timely completion and learning center related activities

What We're Looking For

• Good knowledge of Washington State HCLA-administered programs
• Experience with application of advanced program management principles, skills, and business processes in the Adult Protective Services field
• Proven experience designing curriculum and developing content for adult learners
• Ability to interpret and communicate program policy, state law, and federal regulations
• Ability to produce work products that are accurate, thorough, and on time with minimal supervision
• Proven ability to analyze complex issues and develop effective solutions
• Excellent oral and written communication skills for engaging diverse audiences and fostering teamwork
• Strong organizational, analytical, and problem-solving skills for a productive work environment
• Ability to resolve conflicts or complaints between persons and groups with diverse personalities and differing goals
• Ability to de-escalate and diffuse potential crisis situations and make decisions regarding personal safety and safety of others

Who Should Apply

A bachelor's degree in social work, health or social science, public administration or related field, with a minimum of two years of experience in the application of advanced program management principles, skills, and business processes with the APS field, in addition to a minimum of three years of experience in curriculum design, content development, and/or instructional design OR A master's degree in social work, health or social science, public administration or related field, with a minimum of one year of experience in the application of advanced program management principles, skills, Washington Management Services (WMS) and business processes with the APS field, in addition to a minimum of two years of experience in curriculum design, content development, and/or instructional design OR A combination of education and professional experience totaling at least nine years.
