Job summary

Bowman Consulting is seeking a Dry Utility Project Manager to join our DC Metro region team. This role focuses on managing dry utility projects from scope through completion, coordinating with clients and internal teams to stay on schedule and budget.

The candidate will design complex utility systems, develop project budgets, and oversee staffing while maintaining strong client relationships and pursuing new business opportunities.

Qualifications

  • High School Diploma / GED required. Bachelor of Science in Engineering or related field preferred.
  • Ten or more (10+) years of dry utility-related experience, preferably in design and coordination of the installation of dry utilities for various projects.
  • Two or more (2+) years managing projects and people related to utility design and construction.
  • Knowledge of AutoCAD, Civil3D, or similar drafting/3D modeling software, and/or PDF software such as Adobe or BlueBeam.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Projects).

Position Overview

Bowman has an opportunity for a Dry Utility Project Manager to join our team in one of the offices in our DC Metro region.

Purpose

Assist in application of administrative, technical, and managerial tasks to assigned utility projects to ensure their successful and timely completion within the allocated budget.

Responsibilities
  • Receive broad guidance from senior‑level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance.
  • Actively market the firm’s capabilities to establish new clients and enhance relationships with existing clients.
  • Represent project team in client communications and resolutions.
  • Help coordinate with other internal departments to meet project requirements.
  • Assist in designing complex electrical, telecommunications and natural gas systems in accordance with current utility standards, current code requirements and sound engineering principles.
  • Perform project development for complex projects, including finalizing scope of projects, preparing bid summaries, preparing project budgets and cost estimates.
  • Aid in preparation of designs, specification, plans, estimates, and reports for projects.
  • Coordinate with the utility companies to approve submitted plans, develop their service plans and to schedule the installation of their service facilities.
  • Review project changes, pending or anticipated alterations to the contract, additional work requests, and all other factors, which may significantly affect staffing requirements or budget.
  • Provide technical assistance in the resolution of design problems including field investigation or inspections, detailed design work, detailed review of design computations done by others and general coordination of design aspects.
  • Apply general knowledge of engineering principles and procedures.
  • Track designs through project construction/completion.
  • Conduct field observations visits to accurately document the existing field conditions.
  • Accurately produce the project construction documents to meet milestone schedules within a predetermined hourly budget.
  • Attend coordination and design meetings, as needed.
  • Work within established project budgets.
  • Possess and continue to develop a working knowledge of all codes applicable to the discipline.
  • Possess and continue to develop a working knowledge of AutoCAD and Revit software.
  • Review job cost sheets and prepare monthly billings. Ensure assigned projects stay within budget allocation.
  • Assist with monitoring and management of work‑in‑process, billings, and outstanding accounts receivable collection efforts.
  • Maintain healthy client relationships and possess solid operational insight for driving projects and executing deliverables.
  • Maintain close relationships with clients to resolve all project questions including technical requirements, completion requirements and billing inquiries.
  • Assist with marketing presentations and attend marketing meetings.
  • Assist team leader in securing repeat business from existing clients and identifying new clients.
  • Liaise with clients and agencies, subcontractors, and design teams on projects.

Qualifications
  • High School Diploma / GED required. Bachelor of Science in Engineering or related field preferred.
  • Ten or more (10+) years of dry utility‑related experience, preferably in design and coordination of the installation of dry utilities for commercial, government, academic, R&D, multi‑family, industrial and similar projects. Commensurate experience working for a dry utility provider in the Engineering, Operations, Program/Project Management, or similar divisions will be considered depending on the duties performed by the candidate.
  • Two or more (2+) years managing projects and people related to utility design and construction.
  • Knowledge of AutoCAD, Civil3D, or similar drafting/3D modeling software, and/or PDF software such as Adobe or BlueBeam.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Projects).
