The U.S. Department of Energy (DOE), Office of Policy (OP), Office of Energy Jobs (OEJ) is seeking candidates to apply to the DOE Science, Technology, and Policy (STP) Fellowship Program via the U.S. Department of Energy's (DOE) Workforce Readiness Accelerator for Major Projects (RAMP) program under the DOE Science, Technology, and Policy (STP) Fellowship Program.

This Fellowship will focus on advancing workforce development strategies in the energy sector, with a focus on enhancing energy skills training and skilled worker availability.

During the appointment, participants will be mentored by a group of highly trained policy experts who will provide them with hands‑on experience in policy‑related projects at DOE's Office of Policy (OP), Office of Energy Jobs (OEJ) in Washington, DC. The goal is to develop future leaders through educational and professional development experience that will later be utilized to create informed workforce strategies that support Americans, the energy sector, and DOE's energy workforce strategy.

About The Office Of Policy

The Office of Policy (OP) supports the Secretary of Energy and the entire Department of Energy (DOE), providing analysis on domestic energy policy. Its work spans technology policy, infrastructure policy, state, local, tribal, and territorial policy, and energy jobs. It provides expertise in workforce development, electricity systems, permitting, buildings and industry, mobility and fuels, energy security, supply chains, and the energy system. Working in coordination with the White House, Capitol Hill, other federal agencies, and local stakeholders, the Office of Policy aims to facilitate an affordable, reliable, and secure energy economy and energy workforce.

The Office of Energy Jobs (OEJ) serves as the coordinator and point of contact for the Department’s workforce strategy and research to ensure alignment as well as effective and informed workforce programming throughout the Department.

The U.S. Department of Energy's (DOE) Workforce Readiness Accelerator for Major Projects (RAMP) is an initiative focused on workforce development research, policy, and program design and implementation. Led by DOE’s Office of Energy Jobs, RAMP equips participants with the knowledge and tools to develop strategies and programs that strengthen the skilled energy workforce. These projects will fall under the purview of RAMP.

What will I be doing?

Education

As a participant, you will be guided by a mentor and learn how energy and infrastructure job creation and energy workforce activities and analysis are conducted by DOE. This fellowship will focus on implementing workforce development strategies that inform DOE’s education and workforce activities, policies, and programs that positively impact the energy sector. During this appointment, you will gain a better understanding in the following areas:

• How the Office of Energy Jobs (OEJ) develops, coordinates, and implements workforce development strategies across DOE and how these strategies are communicated and managed both internally and externally.
• How energy programs and projects create jobs and enhance energy skills training and skilled worker availability.
• How to assess the effectiveness of programs and projects in creating and retaining energy jobs.

With Guidance From Your Mentor, You Will Also

• Participate in DOE strategy planning and implementation activities for the Energy Workforce Advisory Board (EWAB).
• Research, analyze, and strategize policy, Executive Orders, and other priorities to align the Office of Energy Jobs priorities, goals, deliverables, and efforts as it develops, coordinates, and implements workforce development strategies across the Department of Energy and with other federal agencies and external stakeholders.
• Research workforce development efforts related to construction/skilled trades, critical minerals, oil and gas, geothermal, AI infrastructure, sector strategies and/or other energy related industry, identifying industry workforce challenges, and providing opportunities that could address workforce gaps/demands.
• Examine how energy strategies, programs, projects, and education and workforce training initiatives create jobs, strengthen worker skills, and address current and future workforce needs to support energy dominance goals and increase affordability and economic prosperity to attract and retain a skilled workforce.
• Interact with other DOE Program Offices, federal agencies, and external stakeholders to research and communicate DOE’s energy workforce strategy and its implementation into the 21st Century Energy Workforce Advisory Board’s recommendations for job creation and workforce development efforts.
• Engage in designing effective workforce programs including education and training, sectoral strategies, and metrics and evaluation including initiatives to expand registered apprenticeship focused on energy related trades and occupations, and innovative energy workforce program design and/or implementation.
• Research and inform policy briefs, memoranda, reports, presentations, and talking points on energy workforce issues, while participating in events, advisory board recommendations, stakeholder outreach, and the implementation of Office of Energy Jobs workforce policy priorities.

• Be able to establish valuable relationships with staff in various offices across DOE regarding energy jobs.
• Be able to report your findings to your mentor to help apply change management principles that will help others understand how energy and infrastructure job creation impacts their work.
• Participate in activities by providing quick responses and analysis in support of requests from the Secretary of Energy, the White House, and Capitol Hill, often in a matter of hours.

Participant Provisions

Participants will receive a monthly stipend, as determined by the Office of Policy. Other provisions offered may include a supplemental health insurance stipend and an allowance for education and/or scientific related training opportunities.

Qualifications

To be considered for this appointment you must:

• Have received a Bachelor's, Master's, or Doctoral degree in a relevant discipline within the last 5 years or expect to complete all degree requirements by the start date. Applicants currently pursuing a degree must provide proof of completion of all degree requirements before the appointment start date. If it has been more than 5 years since the receipt of the degree, to be considered the applicant must have an academic background and experience in a relevant field and must be seeking to gain new knowledge/experience in order to expand career opportunities or to advance professionally.
• Be a U.S. citizens or Lawful Permanent Residents (LPR).
