Job summary

Luster seeks Document Control Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects. The role owns the program record—ensuring drawings, submittals, RFIs, and correspondence are current, traceable, and defensible.

Ideal candidates have 10+ years in document control on multi-billion programs, lead teams, and are proficient with SharePoint, e-Builder, Aconex, Primavera P6, Unifier, Kahua, and Power BI.

Qualifications

  • Bachelor's degree or equivalent in CM/Engineering/Info Mgmt or related field.
  • 10+ years in document control for large heavy-civil projects ($500M+).
  • Experience leading a document control team on active programs.
  • Working knowledge of drawings, specs, submittals, RFIs, records and audit readiness.
  • Familiar with ISO 9001-based document control requirements and tools.

About the Positions

We’re seeking Document Control Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions own the program record: the systems, procedures, and controls that keep every drawing, submittal, RFI, and piece of correspondence current, traceable, and defensible. When an audit, a claim, or a funding review lands two years after the fact, what you built is what the program stands on.

Responsibilities may include, but are not limited to, the following:

Note: We are seeking candidates of various skill levels, and the following responsibilities represent the core of these roles. Scope and complexity increase with experience level.

  • May lead the document control function across the program, including direction of assigned document control staff and allocation of that workload across contracts, phases, and field offices.
  • Develop and maintain the program’s document control procedures, numbering and naming conventions, revision control, and retention schedules, and hold contractors, designers, and internal teams to them.
  • Administer the enterprise document management system, including permissions, workflow configuration, metadata structure, and issue resolution, so the system stays the single authoritative record.
  • Oversee the intake, logging, distribution, and closeout of submittals, RFIs, correspondence, and design deliverables in the system of record.
  • Keep the register accurate enough that turnaround can be measured and defended.
  • Verify that the current approved revision of drawings, specifications, and other controlled documents is the version in use across the program team, the field offices, and any shared platform.
  • Coordinate document flow across active work areas and the contract packages they support.
  • Monitor and report document control metrics, including submittal turnaround, RFI aging, overdue reviews, and open action items, and escalate what is at risk before it affects schedule or payment.
  • Prepare program records for internal and external audits, respond to findings from quality audits, agency reviews, and funding reviews, and drive corrective actions to closure.
  • Train program personnel and onboard incoming contractor and consultant staff on the program’s document control procedures and system use.
  • Coordinate with project management, design, construction, contracts, legal, and quality teams so document workflows support contract administration, entitlement, and public records obligations.
  • Oversee turnover and closeout documentation, including record drawing sets, warranties, permits, and archives, and confirm the record transfers complete and indexed.

Minimum Qualifications

  • Bachelor’s degree in construction management, engineering, information management, or project management, or related field, or equivalent combination of education and experience.
  • 10+ years of document control experience for large (> $500M), complex, heavy-civil infrastructure projects.
  • Experience leading a document control function or team on an active design or construction program, including procedure development and direction of staff.
  • Working knowledge of construction and program documents, including drawings, specifications, submittals, RFIs, correspondence, and record documents.
  • Working knowledge of ISO 9001-based document control requirements, including revision control, retention, traceability, and audit readiness.
  • Experience with industry standard document management and project / construction management software (e.g., SharePoint, e-Builder, Aconex, Primavera P6, Unifier, Kahua, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Master’s degree in construction management, engineering, information management, or project management.
  • Active professional certifications such as CRM or CRA (ICRM), ISO 9001:2015 internal auditor or lead auditor training, and/or PMP (PMI).
  • Experience leading the owner’s document control function on a program valued at $1B+.
  • Experience standing up document control at the start of a program, including system selection, configuration, and migration of legacy records.
  • Experience producing document records for public records requests, claims, disputes, or litigation holds.
  • Experience supervising and developing document control staff across multiple contracts or field offices.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Compensation Details

Expected Salary: $110k-$175k/year ($53-$84/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
