Position Summary

The Divisional Human Resources Manager provides leadership to the Human Resources department including full cycle employment management, legal compliance, compensation and benefits and performance management. Be a primary point of contact for individuals coming to the HR Department for services.

Compliance
  • Strong knowledge and experience in dealing with employment law, compensation, recruitment, employee relations, safety, employee engagement and development, including, but not limited to compliance, federal and state regulations, and required reporting for OSHA, FMLA, DOL, ERISA, ADA, EEO and workers compensation.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees and ensuring regulatory compliance.
  • Conduct monthly audits to ensure, employee files and i-9s are in compliance with company policy including Federal, and State Guidelines.
  • Ensures data entered into ADP System for Payroll and HR Profile (i.e. new hires, changes, etc.) are accurate and current.
  • Ensures each employee has a signed job description, and job description matches their job title in ADP.
  • Partners with Hiring Managers to develop, update and revise job descriptions that attracts qualified candidates, while also meeting market demand.
  • Ensure all new hires have completed all requirement documentations, policies and training.
  • Oversee the FMLA Leaves and Workers Compensation Reporting and claims in compliance with TSA Policies, Federal and State Guidelines.
  • Manages the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with HR Generalist and Departmental Managers to understand skills and competencies required for openings.
  • Develop and implement a recruiting action plan to ensure job postings are being filled in a timely manner with qualified candidates.
  • Create and develop recruitment strategies to attract highly qualified candidates.
  • Ensure all job postings are in a consistent and professional format with little or no errors.
  • Responsible for ensuring all MVR and Background Checks have been completed prior to hire.
  • Provide additional hands-on support to HR team during bellringer and camp season with payroll, onboarding, background checks, and I-9 verifications.
Payroll
  • Ensure all payroll deductions are accurate, and in compliance with federal/state laws: i.e child support, garnishments, liens and benefit deductions.
  • Reviews payroll with Payroll Team to ensure payroll is accurate and timely.
  • Responsible for reviewing and auditing bi-weekly payroll reports: payroll register, active without hours, missed deductions, terminations, and garnishments, etc.).
  • Reviews and audits missed deductions, benefit contributions, benefit enrollments/ cancellations, and terminations with Benefit Specialist to ensure deductions and changes are accurate and correct in ADP.
Employee Relations
  • Serves as point of contact for team members, answering questions and helping employees navigate all aspects of HR.
  • Conduct Exit Interviews for voluntary terminations.
Administration
  • Manage the day-to-day operations of HR Related Items in TSAMM-will serve as the main point of contact, as it relates to corresponding with Officers/Managers to ensure and verify all required documents are uploaded in TSAMM, prior to the deadline.
  • Communicate and correspond to Department Heads on TSAMM Items that have been approved by DFB
  • Manage 403b retirement deferrals and Pension Plan
Qualifications
Education/Experience
  • Bachelor’s degree in human resources or accounting/Finance; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
  • Minimum of 5 years of experience in human resources
  • Leadership or supervisory experience

  • Willingness to learn new software as needed.
Certificates and Licenses
  • Complete Safe from Harm training, and keep current as needed
  • Must have and maintain a current valid driver’s license and pass the Salvation Army Motor Vehicle Record check (MVR)
