Qualifications

  • Bachelor’s degree in nursing, health promotion, public health, public policy, or related field.
  • Five years of public health, community health, or related experience.
  • Two years of managerial, supervisory, or demonstrated leadership experience.
  • Experience with budget preparation.

Responsibilities

  • Assess health issues using the ten essential public health functions and design interventions and action plans.
  • Develop and evaluate evidence-based plans to achieve population-based outcomes.
  • Ensure program compliance with public health standards and regulations; provide technical advice.
  • Establish policies, procedures, training, and standards for program operation and maintenance.
  • Supervise and evaluate assigned staff; participate in hiring and disciplinary processes; oversee training.
  • Ensure data/documentation entry into databases and staff use of systems.
  • Develop educational programs and partner with community groups and agencies.
  • Organize annual audit materials to meet state/federal requirements.
  • Participate in quality improvement projects for the state/agency.
  • Develop and manage program budgets and contracts; seek funding and monitor MOUs.
  • Support EPCPH emergency planning and response activities.

Job Summary

We are seeking a visionary Public Health Manager to lead the rebuilding and modernization of one of Colorado’s largest Retail Food Establishment programs. This is a unique opportunity to help shape the future of food safety in our community by assessing current practices, implementing CDPHE feedback, and designing a clearer, stronger, and more effective program framework.

Hiring Range: $92,000.00 - $110,000.00 annually

This position has an anticipated work schedule of Monday – Friday, 7:30am -- 4:00pm or 8:00am – 4:30pm, with occasional travel.

Essential Duties/Responsibilities
  • Utilizing the ten essential public health functions, assesses the health issues relevant to program areas and designs effective interventions, strategies, and action plans aimed at improving community health. Implements and supervises public health program services, with guidance and consultation from the Division Director. In coordination with the Division Director, establishes goals and objectives of program areas.
  • Develops, implements, and evaluates best practices and evidence-based plans to demonstrate measurable population-based outcomes. Assures the programming contributes to the improvement of state performance measures and outcomes.
  • Ensures program compliance with public health standards, best practices, Local, State, and Federal regulations, and internal policies and procedures. Provides technical advice to Public Health staff and the public in the areas of expertise.
  • Establishes and implements specific policies, procedures, training, and standards for efficient and effective program operation and maintenance. Monitors progress and directs changes in priorities as needed.
  • Manages, guides, leads, and supervises assigned program staff. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process. Provides oversight of training, identifies training and workforce development needs, and facilitates staff educational and training activities.
  • Ensures data and documentation are entered into appropriate databases and systems; ensures staff are utilizing the records and databases appropriately.
  • Performs educational functions on behalf of programs. Develops and implements educational programs for the community; makes presentations to community groups. Works with community groups and other agencies to form partnerships for the furtherance of public health programs and concepts.
  • Organizes annual audit materials to meet State and Federal audit requirements.
  • Participates in State and Agency Quality Improvement projects.
  • Develops, manages, and maintains program area budgets and contracts. Assists in preparing preliminary budget documents for Local and State agencies. Establishes program priorities and budget needs, performs needs analysis, directs the purchasing of equipment and supplies, and actively seeks funding for desired program activities. Coordinates with appropriate fiscal offices, program managers, and Local health agencies. Monitors State contracts and Memorandums of Understanding (MOUs) for compliance. Assists in the application of grants, and ensures a program meets grant requirements.
  • Participates and maintains training for EPCPH emergency planning and response activities.
  • Promotes public health within the community.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.

Supervision Exercised

This classification requires managing and monitoring work performance of assigned staff, including making final recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. This classification may occasionally require director-level or above supervision in cases of absence.

Supervision Received

Receives minimal direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.

Required Education & Experience
  • Bachelor’s degree in nursing, health promotion, public health, public policy, or related field.
  • Five years of public health, community health, or related experience.
  • Two years of managerial, supervisory, or demonstrated leadership experience.
  • Experience with budget preparation.
  • Communicable Disease Program:
    • Master's degree in public health or related field.
    • Three years of progressively advanced experience in infectious disease epidemiology and general epidemiology.
Preferred Education & Experience
  • Master’s degree in nursing, health promotion, public health, public policy, or related field.
  • Bilingual fluency and proficiency in English and Spanish, including reading, writing, speaking, and translation.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
  • Valid CPR Certification.
  • If a nurse, must have current Registered Nurse licensure to practice in the State of Colorado; nurses with compact licensure must meet all licensure requirements set forth by the Colorado Board of Nursing within ninety days of employment.
  • WIC Program:
    • Must be registered as a Registered Dietitian with the Commission of Dietetic Registration.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions

Duties are performed in an office and field environment. Some travel may be required; work may be assigned in various locations. Work environment may contain potential exposure to second‑hand smoke, infections, blood, and contagious diseases; potential exposure hazards including, but not limited to, electrical, chemical, and biological. Hybrid remote work environment dependent upon Department discretion and business needs. Based on program assignment, may be required to safely lift and carry up to 25 pounds and bend at waist or knees to get down to child's level. May be required to work outside of normal business hours; ability and willingness to sensitive situations twenty-four hours a day, seven days a week. May be required to rotate on-call duty including days, nights, and weekends . Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty days of hire date.
