Job summary

Olympic Health & Recovery Services (OHRS) administers jail diversion programs within the Trueblood settlement framework and oversees FPATH services. This supervisor role provides leadership, training and coordination for staff delivering community-based and jail-based services to individuals referred to the program.

Qualified candidates hold a master’s degree in counseling or related social science, with state licensure, and several years of supervisory experience in behavioral health.

Job Location: TMBH-ASO/OHRS - Lacey, WA 98503, Position Type: Full Time, Education Level: Graduate Degree, Salary Range: $91,395.20 - $119,100.80 Salary/year, Job Shift: Day, Olympic Health & Recovery Services is seeking a Jail Diversion Program Supervisor to oversee the Forensic Projects for Assistance in Transition from Homelessness (FPATH). This position is responsible for the supervision and coordination of staff and services for the community-based Jail Diversion Programs as part of the Trueblood Phase III settlement. FPATH aims to connect people to services who are at risk of referral for competency evaluations in the next six months. The Jail Diversion Program Supervisor provides leadership, training and support to program staff in enrolling and providing services to Trueblood class members who are referred to the program. Acts as liaison for DSHS and criminal justice system partners. Participates in service enrollment, planning and care coordination and provides backup supervisor coverage and direct services as needed in local jails and the community.

Thurston Mason Behavioral Health Administrative Organization (TMBH-ASO) and Olympic Health and Recovery Services (OHRS) is a quasi-governmental organization that is responsible for the network of behavioral health crisis services in Thurston and Mason counties, and is a licensed behavioral health agency with multiple programs assisting the most vulnerable population in our community through crisis services, jail services, hospital diversion, and housing.

Salary Range: $91,395.20 - $119,100.80 per year based on education, experience, and parity within the organization.

Major Responsibilities

• Provides supervision and coordination of staff and services for the community-based and jail-based Jail Diversion Program.
• Promotes program efficiency, professional growth and retention of program staff.
• Manages staff schedules for optimal coverage, provides coverage as necessary, and shares on-call coverage after hours with other supervisor(s) as assigned.
• Maintains primary liaison functions for the Trueblood FPATH team with DSHS, the criminal justice system, community providers and tribal behavioral health programs, including the facilitation of diversion, enrollment, service provision and ongoing care coordination for program participants.
• Coordinates across programs for shared medical and substance use disorder professional services, as appropriate.
• Provides leadership, training and support to program staff in enrolling and providing services to Trueblood class members who are referred to the program, utilizing evidence based best practices.
• Acts as liaison for DSHS and criminal justice system partners.
• Researches, determines and advocates for possible jail diversion opportunities and/or referrals to appropriate treatment programs.
• Attends and co-leads program team meetings, as scheduled.
• Assists in gathering, organizing, tracking, and compiling statistical data, as well as preparing information and reports.
• Submits program deliverable reports to contracting organizations to include Health Care Authority (HCA), Thurston County Public Health, Mason County Public Health, Thurston Mason BH-ASO, as appropriate.
• Assists in the investigation and resolution of administrative problems related to service delivery. Responds to inquiries from internal and external sources. Conducts regular chart reviews of client records, assessments, treatment documentation, and data entry to ensure accuracy, timeliness, and compliance with agency, licensing and funding requirements.
• Provides guidance to staff regarding confidentiality requirements, informed consent practices, mandatory reporting obligations, and ethical standards of care.
• Develops and maintains collaborative partnerships with behavioral health providers, criminal justice agencies, healthcare organizations, housing providers, and community-based organizations to promote integrated service delivery, facilitate diversion opportunities, and improve outcomes for individuals with complex behavioral health needs.
• Performs mental health screenings and assessments to determine if an individual meets program eligibility for behavioral health services.
• Records EHR (Electronic Health Record) recordkeeping items.
• Collaborates, consults, and works under the supervision of the Hospital Diversion Program Manager.
• Participates in service enrollment, planning and care coordination and provides backup supervisor coverage and direct services as needed in local jails and the community.
• Performs related work, special projects or other duties as assigned.

Qualifications: Experience & Education:

• Master’s Degree or further advanced degree in counseling or one of the social sciences.
• Meets WA State qualifications to be a Mental Health Professional
• Licensed by the WA Department of Health as a Social Worker, Mental Health Counselor, Marriage and Family Therapist, Psychologist or BSN/RN, or as a Licensed Agency Affiliated Counselor.
• Fully licensed by the state of WA Department of Health as a Social Worker, Mental Health Counselor, or Marriage and Family Therapist highly preferred.
• Credentialed and/or experience working as an SUDP/SUDP-T preferred.
• Three (3) or more years professional, administrative, and/or supervisory experience providing services to individuals with Behavioral Health or Substance Use Disorders. Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the essential job functions may be considered.
• Ability to utilize a personal computer with applicable software to successfully perform essential job functions of the position including word processing, spread sheet, analysis, information retrieval, and tracking.
• Must pass WA State Patrol background clearances and excluded party sanctions.
• Must be able to obtain clearance at Thurston County Jail, Mason County Jail, Nisqually Jail, and Western State Hospital.
• Valid WA State Driver’s license and satisfactory motor vehicle record required.

Working Conditions:

• Primarily works in an office setting and in the community, including jail and hospital settings, with travel to meeting and local community locations.
• May conduct outreach in community-based settings and/or street encampments. Community-based setting are subject to weather conditions.
• May conduct in-reach and assessments at local jails, hospitals, crisis facilities, and court facilities.
• This position requires the ability to engage effectively and professionally with individuals facing complex behavioral health, substance use, domestic violence, and mental health crises, including suicidal ideation..
• Regular and extended use of computer requiring sitting, standing, typing and viewing screen for extended periods of time. Outreach is performed in indoor and outdoor settings and subject to weather conditions. May be required to sit, stand, squat, walk short to moderate distances on uneven terrain, use stairs, and lift or move up to 25 lbs.
• Service responsibilities require on-call availability at certain times, including availability during normal business hours and after hours/weekends/holidays as needed. May be required to respond to after-hours emergencies.
