Reports To: Manager of Paratransit Services

Location: Chattanooga, Tennessee

Rate Of Pay: $20.88, Hourly/Non-Exempt

Schedule: Sun 6:00 a.m. – 1:00 p.m., Tues, Thurs, Fri 12:00 p.m. – 4:00 p.m. Sat 5:00 a.m. to 2:00 p.m.

Summary

The part-time Dispatcher is responsible for coordinating fixed route and shuttle operations by using a computer-aided dispatching system to receive and respond to calls, monitor bus operations, and ensure effective communication between operators, supervisors, and law enforcement when necessary. This role requires the ability to evaluate emergency situations, provide appropriate responses, and maintain professionalism under high‑pressure conditions.

Essential Duties and Responsibilities

Other duties may be assigned that are in keeping with the goals and objectives of CARTA.

Emergency Response and Communication
  • Receive and assess calls from operators, determining the location and nature of emergencies.
  • Dispatch supervisory personnel and/or law enforcement as deemed necessary.
  • Monitor emergency alarms from buses and enter, update, and retrieve critical information in computer systems.
  • Maintain professional standards when receiving calls, even in challenging situations involving obscene language.
  • Communicate effectively via radio, telephone, and computer systems to relay important information.
Operational Monitoring and Decision-Making
  • Use computer-aided dispatching (CAD) systems to track and coordinate transit operations.
  • Evaluate incoming information and consider multiple factors to determine the appropriate response.
  • Interpret and apply work rules as necessary to ensure smooth transit operations.
  • Assess drivers visually to make proper judgments regarding reasonable suspicion of substance abuse.
Technical Proficiency and Coordination
  • Operate and monitor multiple computer screens, keyboards, and radios simultaneously.
  • Ensure timely and accurate data entry related to transit operations and emergency incidents.
  • Maintain a working knowledge of CARTA’s routes, schedules, and transit systems.
Qualifications
  • Education: High school diploma or equivalent required.
  • Experience: CDL Class B with air brake and passenger endorsement. Previous experience as a fixed route driver, including working the daily extra board to understand scheduling rotations and work rules.
  • Skills: Strong knowledge of CARTA’s routes and schedules. Excellent verbal and written communication skills for relaying information effectively. Ability to remain calm under pressure and make sound decisions in emergency situations. Strong coordination skills to operate and monitor multiple systems simultaneously. Professionalism and composure when handling difficult or stressful situations.
