Qualifications

• Bachelor's degree in disaster recovery, construction management, engineering, or related field.
• 3+ years of professional residential construction experience (CDBG preferred).
• Strong written and spoken communication and budgeting skills.

Responsibilities

• Review and recommend certifications for payment and change orders.
• Maintain project documentation for progress reports, compliance, and change orders.
• Provide feedback after monitoring visits to a subrecipient's health and safety officer.
• Ensure construction activities comply with HUD/CDBG guidelines, including Davis-Bacon and environmental reviews.
• Review contractor performance against timelines, budgets, and quality standards.
• Conduct regular site visits to monitor progress and ensure quality control.
• Participate in pre-construction meetings with contractors and homeowners.
