Job summary

Old Dominion University Research Foundation seeks a Director for the Virginia HIV/AIDS Resource and Consultation Center (VHARCC) to provide executive leadership and strategic oversight for statewide HIV education, training, and workforce development initiatives.

The Director will liaise with state agencies, healthcare systems, academia, and funding entities to advance prevention, treatment, and health equity.

Qualifications

• Bachelor’s degree required; five years of related leadership experience preferred.
• Experience with Ryan White and HRSA programs strongly preferred.

Summary

The Director is responsible for the development, implementation, and evaluation of statewide HIV education, training, technical assistance, and workforce development initiatives. This position serves as the principal liaison to state agencies, healthcare systems, academic institutions, community organizations, and funding entities while ensuring the Center fulfills its mission of advancing HIV prevention, treatment, care, and health equity.

The Director oversees program operations, fiscal management, personnel, grants and contracts, and strategic partnerships to ensure program effectiveness and compliance with federal, state, and institutional requirements.

Job Responsibilities:

Strategic Leadership:

• Develop and implement the Center's strategic vision, goals, and objectives.
• Provide leadership for statewide HIV education and workforce development initiatives.
• Identify emerging trends and priorities in HIV prevention, treatment, and public health.
• Lead organizational planning efforts to support long‑term sustainability and growth.
• Promote innovative approaches to improve healthcare provider knowledge and patient outcomes.

Program Administration and Oversight:

• Direct all program operations, activities, and initiatives.
• Ensure compliance with funding requirements, grant deliverables, and contractual obligations.
• Establish program priorities and monitor progress toward organizational goals.
• Oversee quality improvement processes and program evaluation efforts.
• Ensure the effective implementation of educational programs and technical assistance services

Financial and Budget Management:

• Develop and manage program budgets.
• Monitor expenditures and allocate resources effectively.
• Oversee grant applications, renewals, reporting requirements, and funding compliance.
• Identify and pursue additional funding opportunities to support program growth.
• Ensure stewardship of public and private funding resources.
• Recruit, supervise, mentor, and evaluate program staff.
• Foster a collaborative, inclusive, and high‑performing workplace culture.
• Support professional development and staff capacity building.
• Establish performance expectations and accountability measures.

Partnership Development:

• Build and maintain relationships with:
• Virginia Department of Health
• Academic institutions
• Community‑based organizations
• Ryan White HIV/AIDS Program providers
• Professional associations
• National HIV training and education networks
• Represent the Center at state, regional, and national meetings.
• Cultivate partnerships that advance HIV prevention and care initiatives.

Stakeholder and Community Engagement:

• Serve as the Center's primary spokesperson and representative.
• Engage diverse stakeholders to address HIV‑related health disparities and inequities.
• Support community‑informed program planning and implementation.
• Advocate for evidence‑based HIV education and workforce development activities.

Evaluation and Reporting:

• Oversee data collection, program evaluation, and performance measurement systems.
• Ensure timely preparation of reports for institutional leadership, funding agencies, and stakeholders.
• Utilize program data to guide decision‑making and continuous improvement.
• Communicate program outcomes and impact to internal and external audiences.

Education and/or training:

• Bachelor’s degree in a relevant discipline and three (3) years of relevant experience required. Five (5) years’ experience preferred.
• Ryan White Program and/or HRSA Management experience strongly preferred.
• Prior grant management background is strongly preferred.
• Experience leading stateside HIV/AIDS programs.
• Detail oriented and effective at team building, and management of a diverse independent team.

Level and type ofexperience

• Demonstrated experience directing complex programs.
• Strong working experience with grants and working with Federal, State, and local funding organizations/agencies.
• Demonstrated expertise in budget development, financial forecasting, and fiscal data analysis.

Specific knowledge, skills, and abilities:

• Significant Knowledge of Ryan White and/or HRSA Programs
• Knowledge of Virginia’s HIV prevention and care service systems.
• Ability to communicate effectively both orally and in writing.
• Advanced proficiency with Microsoft Excel.
• Experience with academic-community partnerships and training programs.
• Highly comfortable building and navigating complex formulas, pivot tables, data visualization, and financial modeling.
• Strong experience in billing audits, accounts reconciliation, or clinical data interpretation.
