Overview

The Director, Strategic Procurement & Integration is a senior leadership role responsible for defining and executing Quarterhill's enterprise procurement strategy while leading the integration of procurement functions, processes, systems, and supplier relationships across the organization. This role drives operational excellence, cost optimization, supplier innovation, and risk mitigation through a centralized and scalable procurement framework.

Working closely with executive leadership and cross-functional stakeholders, the Director will establish procurement governance, standardize practices across business units, and lead transformation initiatives that support Quarterhill's growth strategy. The successful candidate will combine strategic vision with operational leadership to create long-term value, strengthen supplier partnerships, and ensure procurement activities align with business objectives and organizational priorities.

Responsibilities
Enterprise Procurement Strategy & Leadership
  • Develop and execute an enterprise-wide procurement strategy that aligns with Quarterhill's business objectives, growth initiatives, and financial targets.
  • Establish procurement governance, policies, standards, and performance frameworks across all business units.
  • Serve as a strategic advisor to executive leadership on procurement strategy, market dynamics, supplier risk, and cost optimization opportunities.
  • Lead procurement transformation initiatives that drive scalability, operational efficiency, and value creation throughout the organization.
  • Develop and monitor key performance indicators (KPIs) to measure procurement effectiveness, supplier performance, and savings realization.
Procurement Integration & Organizational Alignment
  • Lead the integration of procurement functions resulting from acquisitions, organizational changes, or business transformations.
  • Develop and implement standardized procurement processes, systems, controls, and policies across the enterprise.
  • Assess procurement maturity across business units and implement roadmaps to improve capabilities and consistency.
  • Partner with functional leaders to ensure procurement integration initiatives support business continuity and operational objectives.
  • Drive change management efforts that promote stakeholder adoption, alignment, and engagement.
Strategic Sourcing & Supplier Management
  • Lead enterprise sourcing strategies for critical categories, strategic suppliers, and high-impact expenditures.
  • Oversee complex negotiations involving commercial agreements, master service agreements, and strategic supplier partnerships.
  • Build and maintain executive-level relationships with key suppliers to foster innovation, collaboration, and long-term value creation.
  • Develop supplier segmentation and performance management programs to improve service levels, quality, and cost efficiency.
  • Identify and mitigate supplier and supply chain risks through proactive assessment and contingency planning.
  • Lead the planning, facilitation, and governance of Quarterly Business Reviews (QBRs) with strategic suppliers and key internal stakeholders to evaluate performance, align on business objectives, identify innovation opportunities, address risks, and drive continuous improvement initiatives.
Financial Performance & Value Optimization
  • Drive enterprise cost-reduction and value-creation initiatives through strategic sourcing, demand management, and supplier consolidation.
  • Partner with Finance and business leaders to support budgeting, forecasting, and spend management activities.
  • Utilize data, analytics, and market intelligence to identify opportunities for savings, process improvements, and procurement optimization.
  • Ensure procurement strategies deliver measurable business outcomes, including operational efficiencies and risk reduction.
Procurement Operations & Continuous Improvement
  • Champion procurement technology initiatives, including ERP optimization, e-procurement solutions, contract lifecycle management, and spend analytics tools.
  • Establish best practices that improve procurement effectiveness, compliance, and user experience across the organization.
  • Promote a culture of continuous improvement, accountability, and operational excellence within the procurement function.
  • Lead process automation and standardization initiatives to increase efficiency and enhance visibility into enterprise spending.
Stakeholder Engagement & Collaboration
  • Build strong partnerships with senior leaders across Finance, Legal, Operations, Information Technology, Human Resources, and business units.
  • Serve as the primary procurement leader for enterprise-wide initiatives, strategic projects, and supplier-related matters.
  • Communicate procurement strategies, priorities, and results to executive stakeholders and leadership teams.
  • Influence decision-making through data-driven recommendations and a collaborative, business-focused approach.
People Leadership
  • Build, lead, and develop a high-performing procurement organization.
  • Foster a culture of collaboration, accountability, innovation, and professional development.
  • Mentor and coach team members, creating clear development pathways and succession plans.
  • Drive organizational alignment and capability building to support the evolving needs of the business.
Qualifications
  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, Engineering, or a related field required.
  • Master's degree (MBA or related discipline) preferred.
  • 12+ years of progressive procurement, strategic sourcing, supply chain, or commercial management experience, including leadership responsibilities.
  • Demonstrated experience leading procurement transformation, integration, or change management initiatives within a multi-business or global organization.
  • Proven success developing enterprise procurement strategies and delivering measurable cost savings and operational improvements.
  • Extensive experience negotiating complex commercial agreements and managing strategic supplier relationships.
  • Demonstrated experience reviewing, drafting and negotiating supplier agreements, including MSAs, SOWs, purchase agreements, service agreements, NDAs and amendments, in partnership with Legal.
  • Strong financial acumen with experience in spend analysis, budgeting, forecasting, and business case development.
  • Experience implementing and optimizing procurement technologies, ERP systems, and procurement analytics tools.
  • Exceptional leadership, communication, and stakeholder management skills, including the ability to influence executive-level decision-makers.
  • Strong analytical and problem-solving capabilities with a data-driven approach to decision-making.
  • Professional procurement certification (CPSM, CIPS, CPSD, or equivalent) is considered an asset.
