Transaction Approval & Advice | Director, Senior Credit Officer | New York

About the Position

Transaction Approval & Advice (TA&A) New York is looking to support Front Office business growth ambitions by hiring a Senior Credit Officer (SCO) who will: be responsible for (1) executing client transactions from origination to closing and (2) manage the credit risk of an assigned client portfolio. The SCO is the primary point of contact for the front office for their portfolio, exhibits deep specialized knowledge on the relevant sectors, markets and/or products and safeguards the risk appetite of the bank in balance with a sound commercial sense. This person will work with various business units with primary responsibility for the Energy portfolio and is a second line of defense director‑level position that will report to the Head of TA&A – New York.

About the Department

TA&A in New York City serves as the credit risk management group and second line of defense supporting the corporate lending business at ING Capital LLC, the wholesale lending arm for ING Bank in the Americas. The department is responsible for the analysis, advice, and decision‑making of tailored lending transactions for key WB sector and lending clients and for protecting the bank’s risk appetite. SCOs and risk officers possess deep understanding of credit structuring, credit risk, and markets, and assess related risks such as ESG, compliance, and climate risk. They manage portfolios, advise senior management on strategic risk direction, and participate in sector analysis, risk appetite strategy, leveraged transactions, reporting, climate change initiatives, and broader credit strategy projects.

Responsibilities
  • Conduct and facilitate credit exposure approval and associated decision‑making processes in line with relevant credit policies, procedures, and risk appetite statements.
  • Advise and support the credit decision process for individual credit transactions and relevant credit portfolios within established risk appetite boundaries and credit risk policies.
  • Monitor and report on relevant transactions, obligors, and portfolios.
  • Direct Quarterly Portfolio Review and Watchlist meetings and reports.
  • Complete Risk Ratings in accordance with ING policy in a timely manner to support accurate portfolio loan loss provision calculation.
  • Identify industry trends or news events that affect portfolio risk and adjust risk ratings, watchlist or LLP as necessary.
  • Actively provide input and/or develop relevant credit risk policies, aligning ING New York credit policies with global frameworks for approval and monitoring of credit exposure.
  • Support ING’s Sustainability and Climate Change ambitions.
  • Work with Front Office teams and Credit Administration staff to manage the credit risk of designated portfolios.
  • Develop and maintain relationships with senior management and other relevant internal and external stakeholders.
  • Educate and mentor colleagues ranging from junior account managers to senior bankers.
  • Coordinate with audit staff, including external audit, Corporate Audit Services, SOX, and regulator activities such as DNB and ECB.
  • Act as the primary counterpart of Front Office account managers, Deal Principals, and senior management on all matters related to credit risk.
  • Propagate ING views and opinions on relevant issues, engaging stakeholders and influencing outcomes.
  • Maintain overall risk management responsibility for lending, financial markets, operation, compliance, and market processes.
  • Formulate sector‑product specific risk appetite for an assigned portfolio.
  • Track borrower performance and credit quality for portfolios.
  • Provide guidance and feedback to front‑office counterparts in transaction preparation, structuring, documentation, and booking.
  • Maintain a strategic view on risk drivers and mitigation, recognized as an authority within relevant fields.
  • Ensure compliance of transaction structure and documentation with credit approval standards.
  • Contribute to the development of credit risk procedures, models, and drivers, monitoring adherence.
  • Represent Credit Risk in intra‑departmental projects.
Qualifications and Competencies
  • 10+ years’ experience within Wholesale Banking, including front‑office and support roles with exposure to credit risk management duties.
  • Experience originating and executing bespoke project finance structured transactions within the Energy, TMT, and Infrastructure sectors.
  • Excellent credit analysis skills.
  • Bachelor’s degree or equivalent in Finance, Economics, Law, or a closely related field.
  • Excellent knowledge of credit risk management processes, systems, and concepts.
  • Excellent understanding and following of regulatory processes affecting lending, capital requirements, and compliance matters.
  • Working knowledge of counterparty, market, and non‑financial risk.
  • Working knowledge of financial market products including interest rate, commodity, and FX derivative products, ISDA terms and negotiation.
  • Logical and well‑reasoned analytical thinking.
  • Excellent communication skills and fluency in English.
  • Effective interaction and communication with internal departments and relevant external parties (clients, other banks, advisors, audit).

Salary range: $200,000 - $275,000
