The team is entrusted with leading all regulatory proceedings and activities in support of Avangrid’s electric distribution company in Connecticut. This position will be an active leader in the development and implementation of regulatory strategy and policy across a variety of subject areas, with a distinct focus on electric distribution rates and rate design. This position will interact directly with regulators and will serve as a lead witness at public utility commission hearings, including a lead role in electric rate proceedings and other rate related dockets. This position will be required to lead, train, and develop employees.**Key Responsibilities:** * Oversee, manage, and direct Connecticut Electric Tariff group, providing effective guidance on a daily basis; serve as point of contact for all team members, proactively ensuring team operations and effective collaboration, setting clear team and individual goals, delegating tasks and setting timelines, monitoring team and individual performance; overseeing tariff management, including creation and approval as directed from Senior Management.* Provide written and oral testimony in regulatory proceedings including, but not limited to: major tariff filings, rate design / tariff changes, terms and conditions of utility service, revenue requirements, cost of service, financial, economic, and accounting impacts.* Serve as lead witness on rate design, cost of service and revenue allocation in distribution rate proceedings before the Connecticut Public Utility Regulatory Authority.* Coordinate efforts across various departmental teams, ensuring seamless communication and collaboration toward common project goals; mediate between teams to create an environment focused on shared success; Manage coordination, administration, and timely execution of cross-functional projects; Set, track, and meet deadlines, facilitate communication between project team leaders, and bring project teams together into a cohesive whole.* Actively engaged in the development and implementation of regulatory strategy and policy across a variety of subject areas, including ratemaking, revenue requirements, rate design, tariff implementation, and public policy initiatives.* Lead the development and implementation of policy in various regulatory matters, such as rate cases, annual reconciliation dockets, electric vehicles and battery storage, interconnection, advanced metering, non-wires alternatives, energy affordability and arrearage forgiveness investigations, storm investigations, and civil penalties; support government affairs and corporate communications initiatives as needed.* Create, direct and oversee the preparation of Company interrogatory requests and responses, pleadings, briefs, reply-briefs, compliance filings and other written communications with regulatory commissions.* Participate in, and at times lead, negotiations of Company matters (cost recovery, adjustment clauses, etc.) with regulatory authorities.* Works closely with Vice President-Regulatory Strategy, Vice President General Counsel, expert consultants, external legal firms, and other Company executives on developing, presenting, and executing Company positions.* Oversee compliance filings in accordance with all Commission Orders. Oversee the development of weekly and monthly regulatory management reports and a calendar of regulatory requirements.* Directly reports to and supports the Vice President of Regulatory Affairs that is responsible for all Connecticut and Massachusetts related regulatory matters.* Support budget preparation and quarterly updates. Assist the Vice President of Regulatory in oversight and review of regulatory cases including financial review, interrogatory responses and review, coordination of regulatory filings, and case strategy.* Represent the Company in regulatory proceedings before the Connecticut Public Utility Regulatory Authority, and in informal meetings with Commission Staff. Provide written and oral testimony in regulatory proceedings.* Assist in financial reviews including budgeting, accounting guidance, and financial analysis regarding regulatory matters, as necessary.* Prepare written documents including memorandums, position papers, testimony, and such other documentation needed to support Company positions.**Required Qualifications:** Skills/Abilities: * Must have strong technical writing capabilities and the ability to communicate and persuade both orally and in writing.* Must know distribution regulatory processes; regulatory terminology, and be familiar with regulatory matters impacting the industry (including national, regional, and states).* Must be able to work closely with colleagues and have good communication skills.* Must be able to handle multiple activities quickly and accurately. Experience/Training: * Over 10 years of related experience.* Knowledge of financial regulatory policies and principles including regulatory nuances (e.g. regulatory assets and liabilities).* Experience in regulatory proceedings dealing with commission regulators, outside legal counsel, and other regulatory party participants.* Knowledge of utility matters including rates, terms, and conditions.
