About the Role:
The City of Baltimore Development Corporation (BDC) is seeking a Director, Performance Management, who will be responsible for designing, implementing, and managing BDC's comprehensive performance measurement systems. Reporting to the VP, Research, Analytics & Economic Planning, the Director leads the development of key performance indicators, tracking frameworks, and reporting processes that measure organizational effectiveness and progress toward inclusive economic development goals. This role ensures that BDC maintains data-driven accountability while demonstrating impact to stakeholders and the Baltimore community.
Minimum Qualifications:
- Bachelor's degree in Business Analytics, Statistics, Public Administration, Economics, or related field required; Master's degree preferred
- Minimum 6 years of progressive experience in performance measurement, business intelligence, or program evaluation
- Minimum 2 years of experience in a supervisory or lead role
- Experience in economic development, public sector, nonprofit, or community development strongly preferred
Knowledge, Skills & Abilities:
- Experience with performance measurement frameworks
- Knowledge of database systems and data management best practices
- Demonstrated ability to develop meaningful performance metrics aligned with strategic objectives
- Strong analytical thinking with the ability to identify trends and provide actionable recommendations
- Excellent written and verbal communication skills with the ability to present complex data clearly
- Proven ability to collaborate across departments and with diverse stakeholder groups
- An interest in and ability to leverage new technology tools to support measurement and reporting
Key Responsibilities:
Performance Measurement Systems
- Design and implement comprehensive performance measurement frameworks tracking organizational KPIs across all departments
- Develop standardized metrics for program outcomes, business impact, and community wealth-building
- Create tracking systems measuring progress toward Baltimore Development Corporation goals and strategic priorities
- Establish data-collection protocols ensuring consistent and accurate performance measurement
KPI Development and Management
- Collaborate with department leaders to identify, define, and document meaningful performance indicators
- Develop balanced scorecards aligning departmental metrics with organizational strategic objectives
- Create performance targets and benchmarks based on historical data, industry standards, and organizational goals
- Maintain comprehensive KPI documentation, including definitions, calculation methodologies, and data sources
Reporting and Dashboards
- Develop and maintain executive dashboards providing real-time visibility into organizational performance
- Create monthly, quarterly, and annual performance reports for leadership and Board of Directors
- Design custom reports for specific programs, initiatives, and stakeholder groups
- Ensure timely delivery of all scheduled reports and Board materials with consistent quality standards
Benchmarking and Analysis
- Establish benchmarking frameworks comparing Baltimore's progress to peer cities and national standards
- Conduct variance analysis comparing actual performance against targets and projections
- Identify performance trends, patterns, and areas requiring attention or improvement
- Provide quarterly performance assessments with actionable recommendations for leadership
Data Quality and Governance
- Implement data quality assurance protocols, ensuring accuracy and reliability of performance data
- Conduct regular audits of performance measurement systems and data sources
- Document data governance standards for performance metrics and reporting processes
- Manage data validation procedures and continuous improvement initiatives

Program Evaluation Support
- Support program teams with performance measurement design for new initiatives
- Conduct outcome evaluations measuring the effectiveness and impact of BDC programs
- Perform cost-benefit analysis for programs and initiatives
- Provide analytical support for grant reporting and compliance requirements
Stakeholder Communication
- Translate performance data into clear, actionable insights for diverse audiences
- Present performance reports and analysis to executive leadership and Board committees
- With support from in-house data analysis and graphic design support, develop data visualizations communicating organizational impact to external stakeholders
- Ensure transparency in reporting economic development outcomes to Baltimore residents
Collaboration and Training
- Partner with Strategy, Business Development, and Program teams to align performance-measurement with organizational needs
- Collaborate with Data Analytics team on dashboard development and data integration
- Train staff across the organization on performance measurement best practices and dashboard utilization
- Provide guidance to department leaders on interpreting and acting on performance data
