Position Summary

This position will lead state‑level work to develop and implement a coordinated home visiting system through the Center for Coordinating Oregon Home Visiting Systems ( CCOHVS ) housed at PSU’s Regional Research Institute . The position will be responsible for leading collaborative cross‑system design, planning and implementation to achieve key systems goals stated in Oregon’s comprehensive, cross‑sector Early Childhood Strategic Plan, Raise Up Oregon 2.0 and in alignment with the Early Childhood Home Visiting Systems Change Theory of Action.


This position will work directly with state agency directors, policy makers, and other members of the Early Learning Council and related committees to implement changes needed to ensure that Oregon’s home visiting system is “equitable, integrated, accessible, inclusive, anti‑racist, and family centered.”


The position will be responsible for developing and implementing collaborative, group‑based problem‑solving strategies to build consensus across multiple strategic partners that provide, coordinate, and/or fund home visiting for families with young children. This includes regular contact with state agency Directors and Managers (e.g., Department of Early Learning and Care ( DELC ); the Oregon Health Authority ( OHA ), the Oregon Department of Human Services ( ODHS ), and the Oregon Department of Education (Early Intervention/Early Childhood Special Education); Oregon state legislators and their staff; Oregon’s Tribal governments, DELC’s Tribal Advisory Committee, and the Tribal Early Learning Hub; state‑level family leadership and advocacy organizations (e.g., Oregon Head Start Association) and with state‑funded home visiting program leaders (e.g., Healthy Families America, Nurse‑Family Partnership, Early Head Start/Head Start, etc.). The position will work in tandem with, and align work being led for, regional home visiting center coordination at CCOHVS .


This position requires flexible thinking, problem solving, and creativity in adapting to changing policy environments and evolving priorities for home visiting programs and the associated workforce. The person will execute independent leadership and decision making; conduct ongoing policy and program analysis; and will work with a committed team at CCOHVS to manage a multi‑year, multi‑pronged project that drives progress towards CCOHVS long‑term system goals:

  • Create mechanisms for family leadership in home visiting system transformation at the state level.
  • Expand decision‑making partners for home visiting to include Tribal, culturally specific and additional home visiting programs that are outside the primary state‑funded home visiting models.
  • Promote equitable access to home visiting services by assessing current home visiting services and capacity, and facilitating strategies that ensure equitable access to culturally responsive and sustaining home visiting for families with young children.
  • Create and/or improve state systems for coordinated intake and referral for home visiting by expanding existing state‑level mechanisms.
  • Improve and align home visiting data systems by facilitating state‑level changes that streamline and share data and information.
  • Identify and leverage resources to build family awareness of, and choice in, home visiting programs through a coordinated community awareness communications plan.
  • Create aligned home visiting policies through shared state‑level governance that supports equity and regional flexibility.
  • Expand and support the home visiting workforce by creating a roadmap for a coordinated professional development system that aligns competencies and supports home visitor retention, well‑being, and pay equity.
  • Facilitate a cross‑system plan for sustained and expanded funding in order to ensure statewide availability of quality, culturally and linguistically appropriate home visiting programs that meet the needs of Oregon’s families.

This is a high‑level position requiring a Master’s degree or Bachelor’s degree plus relevant experience in leading collaborative group‑based processes using systems change, human‑centered design, and/or equity‑focused inquiry strategies. Experience and/or knowledge of early childhood and/or home visiting programs and services across program models and across state agencies is required.

  • Master’s degree plus 4 years experience, or a Bachelor’s degree plus 6 years of experience, in human services‑related fields (early childhood/parenting education, child welfare, child and family development, education, health care or public health).
  • Experience and/or knowledge of early childhood and/or home visiting programs and services provided through community‑based and/or government agencies.
  • Demonstrated ability to work within and across human service programs and systems, and to independently develop, implement, and manage complex group based collaborative processes.
  • Must reside in Oregon or Washington state and be able to work in person on PSU campus in downtown Portland, attending regional or national conferences, or regional meetings as needed.
  • Possession of a valid State‑issued driver’s license.

Preferred Qualifications

  • Ability to build positive relationships across multiple communities and cultures.
  • Knowledge of early childhood, parenting education, and/or home visiting systems, policy, and programs in Oregon and/or nationally.
  • Experience or training in appreciative inquiry, human‑centered design, equitable inquiry, popular education and/or other strengths‑based models of group‑based systems design strategies.
  • Experience working with Oregon’s Tribal governments and members.
  • Knowledge of the concepts of systemic racism, white privilege, equity and inclusion, and ability to apply an equity framework to systems, policy and practice.
  • Excellent written and verbal communication skills.
  • Experience presenting to groups, conferences, or webinars and/or public speaking.
  • Creates an environment that acknowledges, encourages and celebrates differences.
  • Functions and communicates effectively and respectfully within the context of varying beliefs, behaviors, orientations, identities and cultural backgrounds.

Total Compensation Range & Benefits Statement

Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.
The starting annual salary for this position will be between $71,520 and $83,868, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
An excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.

Special Working Condition: Position requires regular travel within the state of Oregon and participation in monthly or more frequent face‑to‑face meetings in Portland. Travel to Early Learning Hubs or other geographic regions monthly or more often.
