Job summary

Conti Federal Services is seeking a Director of Project Finance to own project economics from award through closeout, ensuring job-cost integrity, accurate forecasts, and federal contract compliance for large, multi-year engagements. You will lead a team of project accountants and collaborate with operations and the CFO.

The ideal candidate brings 10+ years in project finance for large construction, strong ownership of EACs and WIP, and experience with IDIQ, DCAA, and FAR cost allowability.

Qualifications

  • 10+ years in project finance/controls on large construction projects.
  • Ownership of job cost, committed cost, change orders, WIP, percent complete, cost-to-complete, and EACs.
  • Experience with federal billing (IDIQ task orders, DCAA / FAR cost allowability).

  • Job-cost accounting: labor, materials, equipment, subs, indirects, change orders, and claims.
  • WIP, percent complete, cost-to-complete, margin forecasts, and monthly project P&L and cash-flow packages.
  • Billing and collections: progress billings, retainage, unbilled positions.
  • Federal compliance at the project level: FAR/DFARS allowability, CAS, DCAA support.
  • JV and international project accounting: intercompany, local statutory needs.
  • Partner with operations on EAC quality, risk flags, and recovery plans.

The Director of Project Finance will own project-level economics from award through closeout—job-cost integrity, forecasts, billing, cash, and federal contract compliance—so operations and the CFO see risk early on large, multi-year federal jobs.

The ideal candidate will be able to accomplish reliable EACs and WIP. No surprise write-downs at close. Billings that match work performed. Project accountants who are useful to the field. Finance that can stand behind large-scale jobs, JVs, and overseas work in an audit or surety review.

The Director of Project Finance will report to the Chief Financial Officer. Conti Federal's Headquarters are located in Orlando, FL, however, this position can be performed remotely.

Responsibilities
  • Lead the project accounting team (project accountants and senior project accountant) across domestic and international work.
  • Project setup: WBS/cost codes, budgets, funding, and contract type (FFP, cost-plus, IDIQ task orders, JVs).
  • Job-cost accounting: labor, materials, equipment, subs, indirects, committed cost, change orders, and claims.
  • WIP, percent complete, cost-to-complete, margin forecasts, and monthly project P&L and cash-flow packages.
  • Billing and collections: progress billings, retainage, certified payroll interfaces, lien waivers, unbilled/overbilled positions.
  • Federal compliance at the project level: FAR/DFARS allowability, CAS where applicable, DCAA support, Miller Act/surety data, contract closeout.
  • JV and international project accounting: cash calls, local payroll interfaces, intercompany, and local statutory needs.
  • Partner with operations on EAC quality, risk flags, and recovery plans; feed FP&A and bonding packages.
  • Other duties as assigned.
Qualifications
  • Must be a U.S. Citizen.
  • 10+ years in project finance or project controls including experience with large construction work (ideally $100M+, multi-year jobs).
  • Ownership of job cost, committed cost, change orders, WIP, percent complete, cost-to-complete, and EACs.
  • Project billing: progress payments, cost-plus and lump-sum, retainage, unbilled, contingency and contract modifications.
  • Ability to sit with project managers on forecast vs. budget.
  • Builds and leads a project-accountant bench, including senior individual contributors.
  • ERP job-cost fluency; clean handoff of billed/unbilled into the corporate GL.
  • Proven record of standardizing EAC / WIP packs, reducing spreadsheet farms, and cutting days out of billing and forecast cycles.
  • History of finding leakage — unbilled cost, late change orders, duplicate commitments — and turning that into recovered margin or avoided cost.
  • Plus: federal / government billing (IDIQ task orders, DCAA / FAR cost allowability on the job) and surety, bonding, or joint-venture cash experience.
