Job summary

Dallas Housing Authority seeks a Director of Planning to oversee capital programs and related planning activities in North Texas. The role supports DHA’s mission to provide affordable housing and access to resources, coordinating budgets and reporting with Capital Programs staff.

The position requires a bachelor’s degree and management experience in housing or construction, with knowledge of HUD regulations and strong budgeting, leadership, and communication skills.

Qualifications

  • Bachelor's degree and 3 years of management experience required.
  • Experience with planning development of housing or construction activities preferred.
  • Equivalent combination of education and experience acceptable.
  • Knowledge of HUD/Federal regulations and ADA accessibility standards a plus.
  • Strong budgeting, reporting and records management skills needed.

Responsibilities

  • Prepares DHA’s Annual and Five Year PHA Plans inclusively with related activities.
  • Develops and monitors capital expense budgets for grant-funded developments.
  • Manages Capital Fund Program budgets and reporting requirements prior to submission.
  • Collaborates with DHA’s Resident Advisory Board for plans and capital initiatives.
  • Prepares amendments to Capital Fund, Annual and Five-Year Plans as needed.
  • Monitors obligation and expenditure activity to meet program requirements.
  • Ensures timely submission of reports and documentation.
  • Assists Development team with closing real estate transactions with HUD and lenders.

Key Responsibilities
  • Prepares and submits DHA’s Annual and Five Year PHA Plans, including all activities related to the Plans’ preparation and submission.
  • Working with Capital Programs and property staff, develops and monitors capital expense budgets for grant-funded developments.
  • Develops, prepares, and submits DHA’s Capital Fund Program budgets; monitors expenditures; works with staff to ensure all reporting requirements are met; prepares or reviews all Capital Fund Program reports and budgets prior to submission.
  • Works with DHA’s Resident Advisory Board (RAB) in the development of the Annual and PHA-Plans and the Capital Fund Plans; prepares meeting notices, agenda, minutes, etc. as needed for the RAB;
  • Prepares and submits amendments as necessary to DHA’s Capital Fund, Annual and Five-Year PHA Plans.
  • Monitors obligation and expenditure activity to ensure program requirements are met.
  • Ensures timely submission of reports.
  • Works with DHA Development team to assist with the timely closing of real estate transactions including with meeting the requirements of financial partners including HUD and lending institutions.

  • Knowledge of HUD and Federal regulations, building codes and ADA accessibility standards.
  • Knowledge of personnel rules and budgeting systems.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge of business and personal computers, and spreadsheet software applications.
  • Skill in planning, designing, and reviewing a variety of construction/renovation projects.
  • Skill in interpreting oral, written, technical information and data dealing with complex variables to identify, analyze and solve construction/development problems.
  • Skill in leadership, coordinating staff, and delegating tasks and authority.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in reviewing and performing mathematical calculations.
  • Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships with other DHA staff.
  • Skill in effective communication, both verbal and written.
  • The ability to interact effectively with diverse groups of people.
Qualifications
  • Bachelors degree in Business Administration, Public Administration, Finance, Construction Management or related field
  • Three (3) years of management level experience with direct responsibility for planning development of housing or construction related activities
  • Or an equivalent combination of education and experience
