Job summary

MTA is seeking a Director of Labor Relations, Field Operations, to oversee labor/management relations across multiple bus/subway divisions. You will interpret and apply collective bargaining agreements and department policies, acting as a hearing officer and guiding management on disciplinary actions.

You will supervise staff, coordinate investigations, and participate in negotiations to ensure consistent application of labor agreements across divisions nationwide.

Qualifications

• Bachelor’s degree in Labor Relations (or related field) or equivalent experience.
• Minimum 8 years related experience, of which 4 years must be in a supervisory/leadership position.
• Master’s degree may substitute for 2 years of experience.
• Familiarity with the MTA’s policies and procedures.
• Familiarity with the MTA’s collective bargaining agreements.

Responsibilities

• Direct and manage the Division's disciplinary process, advising leadership on action and drafting charges.
• Provide guidance on Departmental responses to contract and labor disputes; negotiate resolutions within contractual parameters.
• Represent the Division as hearing officer for pre-arbitration hearings; assist in arbitration preparation and presentation.
• Direct and manage review of attendance and disciplinary records; advise on employee availability issues and charges.
• Participate in collective bargaining negotiations and implementation of labor contracts; ensure consistent application of agreements.
• Supervise staff and manage timely processing of disciplinary and grievance matters; ensure hearings are scheduled and tracked.
