Qualifications

  • Master’s degree in Finance, Accounting, Business Administration, or Public Administration.

  • Extensive government accounting experience at an accountant level or higher.
  • Experience with relevant budget software.
  • Experience managing debt and investments.
  • Skilled in billing and limited collections operations.

Responsibilities

  • Directs and supervises the Finance Division for all City funds and departments; ensures training in correct methods and procedures; establishes priorities; monitors work; reviews and evaluates employee performance.
  • Develops and administers financial and administrative policies and procedures.
  • Develops comprehensive short and long-range financial and administrative plans to ensure the effective delivery of quality services to the public through effective operation of all areas within the City’s funds.
  • Assists the City Manager in preparing annual budget by issuing instructions and calendars to Directors; provides clerical and accounting assistance; organizes City funds and departmental budgets; compiles preliminary annual City budget for all City funds and submits it to City Manager.
  • Manages and participates in the development and administration of the City’s budget, Capital Improvement budget, and Finance Department Budget; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments, as necessary.
  • Develops financial documents, tables, charts, for monthly comparison reports.
  • Administers debt and investment administration of all City funds.
  • Monitors revenues and expenditures and ensures sound fiscal control.
  • Processes purchasing and contract administration.
  • Maintains contracts and directs administration of City building maintenance, cleaning and repair.
  • Reviews all City Funds and division/department budgets with Directors, City Manager and Mayor and Council.
  • Attends budget meetings; prepares and presents reports to the City Council and various committees and commissions regarding the City’s financial matters.
  • Accounts for all monies received by the City and ensure funds are properly deposited into City accounts; ensures timely and appropriate investments of funds; ensures departments receiving monies follow procedures, as required by City policy.
  • Oversees the processing and distribution of payments and payroll, payment inquiries from vendors, and follows-up on and resolves related problems.
  • Supervises bookkeeping operations for all City funds and departments including financial statements, record of encumbrance, accounts payable and receivable, audits, bank reconciliation, payroll.
  • Reviews completed documentation for accuracy of coding and completeness of information.
  • Ensures proper implementation of millage rate including compliance with state laws and interpretation of tax digest.

The City of Riverdale, Georgia, is seeking an innovative, strategic thinker with outstanding financial, management, and communication skills to serve as the City’s Director of Finance. This position is an Executive-level position and reports directly to the City Manager. The Finance Director is responsible for the overall administration of the City’s finances and budget. The Finance Director oversees city-wide accounting and budgeting operations, including fund management, procurement, payroll, audits, and financial record keeping. Coordinates fiscal activities and communications to meet organizational accounting needs. Collaborates on business strategy, assisting in policy development to fulfill the City’s mission.
