Job summary

Central Coast Community Energy is seeking a Director of Data and Technology to lead enterprise data, analytics, and IT. The role reports to the VP of Business Operations and owns data security, reliability, and performance while guiding a team of data engineers, analysts, developers, and IT staff.

The incumbent will drive an AI-enabled innovation roadmap, translate energy and customer data into strategic insight, and partner with executive leadership to advance agency goals.

Qualifications

  • This role requires a bachelor's degree in a relevant field and at least eight years of cross-functional leadership experience in technology and data environments.
  • Significant supervisory or team leadership experience is essential, preferably in a utility, public agency, or comparable sector.
  • Strong data governance, security, and privacy practices are expected, with a strategic mindset for AI-enabled tool adoption.
  • Experience managing data analytics platforms, dashboards, and enterprise IT operations is required.
  • Ability to translate complex data into actionable insights for executive stakeholders is critical.

Responsibilities

  • Direct the reliability, security, and performance of data platforms and IT environments.
  • Lead a multidisciplinary team including data engineers, analysts, developers, and IT staff.
  • Govern adoption of AI and automation tools, balancing innovation with risk and privacy.
  • Own analytics platforms, dashboards, and reporting outputs for internal and customer use.
  • Manage data pipelines, datasets, and data governance across multiple sources.
  • Oversee cybersecurity, network connectivity, and desktop/end-user support.
  • Manage vendor relationships and external technology partners.
  • Collaborate with Finance, Power Supply, and Customer Relations to align investments with agency goals.
  • Develop a multiyear data and technology roadmap and modernize systems for better decision-making.
  • Establish data quality assurance and governance practices across data flows.
  • Prepare executive-level strategy reports and board presentations.

About the Position

The Director of Data and Technology is 3CE's senior leader for enterprise data, analytics, and information technology. Reporting to the Vice President of Business Operations, the position owns the reliability, security, and performance of 3CE's core data and IT environments while directing the agency's data engineering, analytics, application development, and IT operations functions.

Much of 3CE's existing data and technology environment has reached steady state - this role is accountable for keeping those systems secure, reliable, and well-run. Simultaneously, this role will take a critical lead in identifying where data, automation, and artificial intelligence (AI) tools can responsibly create new value for customers and internal teams, driving implementation of these initiatives, and stewarding an innovation roadmap, so 3CE is on the frontier of technologies that could become margin-accretive business units for 3CE. The incumbent evaluates emerging tools and technologies, sets guardrails for their safe and appropriate use, and leads the team in translating energy, billing, and customer data into insight that supports agency decision-making, while also driving implementation.

This is a senior management class. The incumbent exercises broad independent judgment over the Data & Technology function, directly supervises a multidisciplinary team, and serves as the principal advisor to the Vice President of Business Operations and overall executive leadership team on data strategy, technology risk, and the adoption of AI-enabled tools.

3CE is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity at responsible rates for more than 1.2 million residential, commercial, and agricultural customers throughout Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties. 3CE is locally controlled and governed by board members who represent the communities served by the agency.

3CE is committed to reducing greenhouse gas emissions through local control of utility-scale renewable electricity generation, investment in new renewable power projects, and the implementation of innovative energy programs that facilitate the electrification of transportation and the built environment. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy.

Duties may include, but are not limited to, the following
  • Direct and maintain the reliability, security, performance, and continuity of 3CE's data platforms, IT systems, and supported business processes in a steady-state operating environment.
  • Lead and develop a team consisting of a Data Engineer, Data Analyst, Developer, IT Manager, and IT Associate; set priorities, remove obstacles, and hold the team accountable for delivery.
  • Identify, evaluate, and appropriately govern the adoption of AI and automation tools across the agency, balancing innovation and efficiency gains against data privacy, security, and risk considerations.
  • Own the agency's data analytics and business intelligence platforms (e.g., dashboards, reporting tools), ensuring outputs translate into clear insight and value for internal stakeholders and customers.
  • Manage the design, quality, and integrity of datasets and data pipelines, including data sourced from Investor-Owned Utilities, external vendors, and internal systems.
  • Oversee 3CE's IT function, including cybersecurity, network connectivity, corporate applications, and desktop/end-user support.
  • Manage vendor and contractor relationships supporting data, analytics, and IT platforms, including billing/data system vendors and technology consultants.
  • Collaborate cross-functionally with Finance, Power Supply, Customer Relations & Communications, and other departments to ensure data and technology investments align with and support broader 3CE goals.
  • Develop and maintain a multiyear data and technology roadmap, proposing new initiatives that modernize systems and improve decision‑making capability.
  • Establish and enforce data quality assurance and data governance practices across incoming and outgoing data.
  • Prepare and present staff reports, strategy recommendations, and presentations to executive leadership and the Board as needed.
  • Perform related duties as assigned.
Knowledge of
  • Enterprise data architecture, data warehousing, and analytics platforms, including cloud data services (e.g., Google Cloud, AWS, or Microsoft Azure), SQL, and modern BI/visualization tools.
  • Current capabilities, limitations, and appropriate governance practices for AI and machine learning tools in a business and public‑agency context.
  • IT operations fundamentals, including cybersecurity, systems administration, and application support, sufficient to direct a functional IT team.
  • Energy industry data, including interval meter data, billing data, and customer attributes, and their use in forecasting and reporting.
  • Project and vendor management principles, including contract oversight and coordination of external technology partners.
  • Data governance, quality assurance, and privacy/security best practices for handling customer and operational data.
  • Budgeting and financial planning as they relate to technology and data operations.
Ability to
  • Lead a steady-state operating environment while identifying and executing opportunities to innovate and add value through data and technology.
  • Evaluate emerging tools, including AI-enabled tools, and set sound, risk‑appropriate guardrails for their adoption.
  • Manage, mentor, and develop a small, multidisciplinary technical team spanning data, development, and IT disciplines.
  • Translate complex data into clear insights, recommendations, and decision support for non‑technical audiences and executive leadership.
  • Plan, direct, and prioritize the workplans of a multifunction data and technology team with finite resources.
  • Get things done independently, driving initiatives from idea to implementation without extensive oversight.
  • Deal tactfully and maintain effective working relationships with staff, vendors, and representatives from government, industry, and the public.
  • Prepare clear correspondence, reports, and presentations, and represent 3CE effectively before the Board and in public settings.
  • Promote teamwork, a positive work environment, and collaborative problem solving.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Education and Experience

Any combination of education and experience that would provide the knowledge and abilities listed above. A typical way to obtain the required qualifications would be:

Education

Education equivalent to a bachelor's degree from an accredited college or university in Business Administration, Computer Science, Data Science, Information Systems, Statistics, or a related field.

Experience

A minimum of eight (8) years of progressively responsible experience in cross‑functional leadership related to delivery of technology products, data science/engineering, business intelligence, or information technology, including at least three (3) years in a supervisory or team‑leadership capacity. Experience at an electric utility, municipal utility, or Community Choice Aggregation program is desirable.

License / Certificate Requirements

A valid California driver's license and an acceptable driving record may be required.

Working Conditions

Office or remote‑office environment with extended computer use; occasional travel for meetings, vendor site visits, and Board or stakeholder engagements.

Hybrid Work Schedule as Designated by CEO

Current remote workdays are scheduled on Mondays and Thursdays OR Employee may elect to work a 9/80 work schedule with alternating Fridays or Mondays off.

  • Employees contribute 10% of their salary on a pre‑tax basis towards the PARS retirement system, and the employer contributes 10% towards PARS.
  • 3CE pays 90% employer paid coverage for employee plus family coverage. 100% employer paid for single coverage towards medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600 towards HRA.
  • 3CE contributes $1,000 per fiscal year for health, wellness, or EV reimbursement.
  • 3CE offers 457 deferred compensations.
  • 180 hours annually on an accrual basis per pay period.
  • This position is eligible for a cell phone allowance of $50.00 monthly.
