DESCRIPTION

Under the general direction of the assigned Dean, this EducationalAdministrator position will provide direct leadership for theLearning Center programs and services. Manages long-term planningand design as well as the day-to-day operations of the department.Based on a thorough knowledge of pedagogy, current research andmaterials, curriculum design and instructional design, the directorwill work with the faculty, staff, and the supervising dean of theLearning Center to maintain and develop programming for studentlearning support outcomes, to coordinate the design and implementlearning labs that advance the campus goals for student equity andlearning support. Responsible for implementation, planning andevaluation of academic support services.

REPRESENTATIVE DUTIES

  • Oversees, manages, and plans the daily functions, operations,and activities of District Learning Centers. (E)
  • Provides administrative and professional leadership anddirection for District Learning Centers. (E)
  • Leads in developing strategic plans for the program bycoordinating with other departments and divisions; works withfaculty and various disciplines to increase effectiveness andprograms, services, and activities offerings. (E)
  • Promotes diversity, equity, inclusion, cultural competency, anda positive work and academic environment. (E)
  • Administers, develops, and implements goals, objectives,policies, procedures, work standards, and internal controls for thedepartment and assigned program areas. (E)
  • Works in concert with faculty and staff to manage an inclusiveand integrated Learning Center. (E)
  • Administers, develops, and standardizes procedures and methodsto improve and continuously monitor the efficiency andeffectiveness of assigned programs, service delivery methods, andprocedures; assesses and monitors workload, administrative andsupport systems, and internal reporting relationships; identifiesopportunities for improvement and makes recommendations to theDean. (E)
  • Develops, analyzes, and implements pedagogical strategies forstudents, faculty, and staff. (E)
  • Directs and develops an outreach program to promote LearningCenter activities and offerings. (E)
  • Serves as the liaison between Deans, Counselors, and faculty inenhancing the retention of target students. (E)
  • Coordinates with faculty, and dean to lead in the development,review and implementation of curriculum and program review.(E)
  • Hires, supervises, trains, motivates, and evaluates theLearning Center faculty, staff, tutors, and student workers.(E)
  • Establishes academic and work schedules and faculty assignmentsin coordination with division dean and faculty. (E)
  • Plans and conducts research designed to facilitate a culture ofdata-driven decision making within the area, with the Director ofInstitutional Research and Planning. (E)
  • Ensures equitable and appropriate services are provided tostudents in culturally relevant approaches.
  • Provides leadership for data-informed discussions andimplementation of program improvements and analyzes theeffectiveness of Learning Center services. (E)
  • Gathers and analyzes data and leads discussions regardingprogram needs with the Research Office and Enrollment Services.(E)
  • Participates in participatory governance of the institution andfosters an environment of collegiality. (E)
  • Prepares, administers and monitors assigned budgets; allocatesresources in a cost-effective manner. (E)
  • Provides regular updates to the supervising Dean regardingstudent success data and Learning Center activities. (E)
  • Continues to build knowledge of current trends in academicsupport services and effective practices by visiting othercolleges, attending workshops and state and national conferences,reading professional journals, analyzing research reports, andconnecting through listservs. (E)
  • Monitors changes in laws, regulations, and technology that mayaffect District or departmental operations; implements policy andprocedural changes as required. (E)
  • Responds to difficult and sensitive public inquiries andcomplaints and assists with resolutions and alternativerecommendations. (E)
  • Learns and applies emerging technologies and software and, asnecessary, to perform duties in an efficient, organized, and timelymanner. (E)
  • Participates in the educational mission of the District.(E)
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:

The minimum qualifications for service as an educationaladministrator as set forth in Section 53420 shall be both of the following:

(a) Possession of a master’s degree; and (b) One year of formal training, internship, or leadershipexperience reasonably related to the administrator’s administrativeassignment.

Sensitivity to and understanding of, the diverse academic,socioeconomic, cultural, differing abilities, and ethnicbackgrounds of community college students, passion for the pursuitof DEIA principles and actions and how that positively impacts theorganization, and how positive leadership successfully promotes theachievement of all students’ educational goals.

LICENSES AND OTHER REQUIREMENTS:
  • Must possess and maintain a valid Class C driver’s licenseduring the course of employment.
PREFERRED QUALIFICATIONS:
  • Course work in Business Administration, Mathematics, English orrelated field.
  • Three (3) years of formal experience, training, internship, orleadership experience reasonably related to this managementassignment.
  • Demonstrate knowledge and evidence of student supportprograms.

  • Methods and techniques for the development of presentations,business correspondence, and information distribution; research andreporting methods, techniques, and procedures.
  • Principles and procedures of record keeping.
  • Modern office practices, methods, and computer equipment andapplications.
  • Techniques for effectively representing the District incontacts with governmental agencies, community groups, and variousbusiness, professional, educational, regulatory, and legislativeorganizations.
  • Techniques for providing a high level of customer service byeffectively dealing with the public, vendors, students, andDistrict staff, including individuals of various ages,disabilities, socio-economic and ethnic groups.

  • Plan, organize, develop, and evaluate the programs, andactivities of the Learning Center.

  • Conduct complex research projects, evaluate alternatives, makesound recommendations, and prepare effective technical staffreports.
  • Establish and maintain a variety of filing, record keeping, andtracking systems.
  • Organize and prioritize a variety of projects and multipletasks in an effective and timely manner; organize own work, setpriorities, and meet critical time deadlines.
  • Operate office equipment including computer equipment andspecialized software applications programs.
  • Use English effectively to communicate in person, over thetelephone, and in writing.
  • Understand scope of authority in making independentdecisions.
  • Review situations accurately and determine appropriate courseof action using judgment according to established policies andprocedures.
  • Establish, maintain, and foster positive and effective workingrelationships with those contacted in the course of work.
