Job description

Phillips 66 & YOU - Together we can fuel the future

As the Director, Instrument Controls & Analyzer at Phillips 66, you will lead a team of engineers who design, develop, and implement critical instrument control systems that keep our operations safe, reliable, and efficient. You will set direction for a high-performing team, partnering across disciplines to deliver complex projects that meet rigorous technical and regulatory standards. This is an opportunity to shape how we apply emerging technologies and best-in-class engineering practices to some of the most challenging problems in the energy industry.

At Phillips 66, Lead Forward is our leadership approach. It defines how leaders show up, make decisions, and support their teams while delivering results in a complex, fast changing environment. Leaders who lead other leaders are expected to scale strong leadership across teams. This includes coaching leaders, aligning work to strategy, and breaking down barriers so teams can work together effectively. You’ll guide others through change, encourage sound decision making, and ensure accountability for results.

What You’ll Do
  • Lead a team of technical experts in the design, development, and implementation of complex control/instrument systems and components for Phillips 66 facilities and projects, ensuring they meet safety, reliability, and regulatory requirements.
  • Set clear direction and expectations that connect team objectives to the broader business strategy, modeling integrity in how you communicate priorities, allocate resources, and hold yourself and others accountable for results.
  • Own the planning and delivery of major engineering projects, proactively managing risk, budget, and schedule while making timely, high-quality technical and commercial decisions.
  • Build and develop a high-performing, inclusive team by hiring, coaching, and mentoring engineers and technicians, creating a culture of trust, learning, and continuous improvement.
  • Partner across disciplines such as operations, process engineering, maintenance, safety, and commercial teams to break down silos and deliver integrated engineering solutions that optimize plant performance and reliability.
  • Navigate changing business needs, technologies, and regulations by using data, stakeholder input, and sound engineering judgment to clarify options, adapt plans, and guide the team through ambiguity.
  • Establish and continuously improve engineering standards, work processes, and process control strategies that drive safe, compliant, and efficient operations, using metrics and reviews to monitor performance and adjust as needed.
  • Champion a strong safety culture by ensuring adherence to electrical safety regulations and procedures and embedding safe-by-design principles into all engineering work.
What You’ll Bring - Required
  • Legally authorized to work in the job posting country
  • Bachelor’s degree in an engineering discipline
  • 10 or more years of engineering experience within the refining industry
  • 6 or more years of experience leading engineering teams and delivering objectives over medium- to long-term time frames
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)
  • Possess a valid driver's license
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 20%
    • Operate company vehicle on site premises and/or public roads up to 5%
    • Work extended hours, which may include evenings, weekends, and holidays, and perform occasional duties
    • Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment
What Makes You Stand Out - Preferred
  • 15 or more years of refining experience in engineering roles with increasing scope, including leadership of multidisciplinary teams and large, complex projects
  • Experience in refining, petrochemical, or oil and gas industry
  • Proven track record setting and governing engineering standards, specifications, and work processes in complex operating facilities
  • Experience leading the adoption of new digital and automation technologies such as advanced modeling tools, process automation and control systems, or robotics within engineering organizations
  • Professional Engineering (PE) license or equivalent professional registration
