Job summary

Loenbro in Dallas, TX seeks a Director of Craft & Apprenticeship Programs to lead the design and development of Loenbro University's workforce training ecosystem. The role reports to the VP of Learning & Development and owns curriculum strategy for craft specialization, registered apprenticeship, electrical training, and safety training integration.

The Director will build scalable, outcomes-driven programs from entry-level through journeyman, aligning with NCCER standards and DOL/SAA guidance.

Qualifications

  • 7+ years of progressive experience in workforce development, craft training, or technical education in industrial, construction, or energy sectors
  • Hands-on craft or trades background in industrial construction
  • Experience designing or managing registered apprenticeship programs, incl. JATC structures, DOL/SAA registration, and apprenticeship standards
  • Experience with NCCER curriculum, facilitator certification processes, or equivalent standards
  • Proven ability to lead and develop a team in a fast-paced, multi-site environment
  • Strong program design skills translating operational needs into structured curricula and learning frameworks
  • Excellent communicator across all levels from workers to senior leadership

Responsibilities

  • Own the strategic vision and curriculum framework for craft specialization, apprenticeship, electrical training, and safety training programs
  • Design learning pathways from entry-level to journeyman aligned to NCCER standards
  • Scale program architecture across multi-state footprint without sacrificing quality
  • Establish program standards, outcomes, and performance benchmarks for each domain
  • Identify gaps and build multi-year roadmaps to close them
  • Lead design and continuous improvement of registered apprenticeship programs with DOL/SAA alignment
  • Partner with Apprenticeship Coordinator for compliance and cohort management
  • Evaluate relationships with apprenticeship partners and vendors to build internal capacity
  • Direct craft training program development across key trades and safety integrations
  • Oversee helper training as entry point to craft workforce pipeline
  • Lead team of program professionals and coach/develop staff
  • Collaborate with Operations, Talent Acquisition, Safety, HR for governance
  • Coordinate LMS integration and training data reporting across Loenbro University

Job Summary The Director, Craft & Apprenticeship Programs leads the strategic design and development of Loenbro University's core workforce training ecosystem. Reporting directly to the VP of Learning & Development, this role owns the programmatic strategy across four interconnected practice areas: craft specialization, registered apprenticeship, electrical training, and safety training integration. The Director is responsible for building scalable, outcomes-driven programs that develop craft proficiency across Loenbro's multi-state workforce - from entry-level helper training through journeyman-level skill advancement and apprenticeship completion.

This is a program design and strategy role. The Director establishes curriculum frameworks, governs program quality, and develops the systems that enable consistent training delivery across regions - partnering closely with the Director of Workforce Development, who owns field execution and deployment.

Essential Job Responsibilities

Program Strategy & Design

  • Own the strategic vision and curriculum framework for craft specialization, apprenticeship, electrical training, and safety training programs within Loenbro University
  • Design structured learning pathways from entry-level helper through journeyman and beyond, aligned to NCCER standards and registered apprenticeship requirements
  • Develop program architecture that scales across Loenbro's multi-state footprint without sacrificing quality or consistency
  • Establish program standards, learning outcomes, and performance benchmarks for each training domain
  • Identify gaps in current training offerings and build multi-year roadmaps to close them

Apprenticeship Program Oversight

  • Lead design and continuous improvement of Loenbro's registered apprenticeship program(s), including standards development, DOL/SAA alignment, and progression frameworks
  • Partner with the Apprenticeship Coordinator to ensure administrative compliance, cohort management, and participant tracking
  • Evaluate and manage relationships with apprenticeship program partners, including JATC partnerships, sponsor organizations, and third-party vendors — with a strategic eye toward building internal capacity over time
  • Monitor apprenticeship completion rates, wage progression milestones, and retention outcomes; use data to drive program improvements

Craft & Safety Training Programs

  • Direct craft training program development in coordination with the Craft Program Manager, ensuring coverage across key trades including electrical, coating, scaffolding, insulation, and emerging specialties
  • Partner with the Electrical Training Ops Manager to govern NCCER facilitator quality, certification pipelines, and electrical training delivery standards
  • Integrate safety training requirements into craft and apprenticeship curricula — ensuring alignment with Loenbro's safety standards and applicable regulatory requirements
  • Oversee the helper training program as the formal entry point to Loenbro's craft workforce pipeline

Team Leadership & Development

  • Lead and develop a team of program professionals including the Craft Program Manager, Apprenticeship Coordinator, Electrical Training Ops Manager, and Safety Training Lead (TBD)
  • Set clear performance expectations, provide ongoing coaching, and support each direct report's professional growth
  • Build a high-performing team culture grounded in program rigor, continuous improvement, and collaboration across Loenbro University

Cross-Functional Collaboration & Governance

  • Serve as the primary Loenbro University liaison for craft training matters with Operations, Talent Acquisition, Safety, and HR
  • Partner with the Director of Workforce Development to ensure programs are field-deployable and regionally relevant
  • Collaborate with the Enterprise L&D Operations & Technology team on LMS integration, content authoring standards, and training data reporting
  • Represent Loenbro University in industry forums, apprenticeship consortia, and with regulatory bodies as appropriate

Minimum Qualifications

Required:

  • 7+ years of progressive experience in workforce development, craft training, or technical education in the industrial, construction, or energy sector
  • Demonstrated hands‑on craft or trades industry background — practical field experience in industrial construction is essential to this role
  • Direct experience designing or managing registered apprenticeship programs, including familiarity with JATC structures, DOL/SAA registration, and apprenticeship standards development
  • Experience with NCCER curriculum, facilitator certification processes, or equivalent nationally recognized craft training standards
  • Proven ability to lead and develop a team of direct reports in a fast‑paced, multi‑site environment
  • Strong program design skills with the ability to translate operational needs into structured curricula and learning frameworks
  • Excellent communicator across all levels — from craft workers and trainers to senior leadership

Preferred:

  • Bachelor's degree in Education, Workforce Development, Organizational Development, or a related field; or equivalent combination of education and experience
  • Experience managing or transitioning apprenticeship programs from third‑party vendors to internal administration
  • Familiarity with safety training integration within craft training programs (OSHA, NFPA 70E, or similar)
  • Experience working within a private equity‑backed industrial services or specialty contractor environment
  • Working knowledge of LMS platforms and digital content delivery tools
