Job summary

Armhr, a Chicago-based PEO, seeks a Director of Financial Operations to own the full money movement cycle for our clients, including treasury, payroll tax, and billing. You will partner with Payroll Operations to ensure funding cycles and tax deadlines run smoothly and report on funding, disbursement, and tax activity.

The role requires 7+ years in a PEO/payroll/ASO environment, strong leadership, and expertise in banking platforms, ACH, and compliance.

Qualifications

• 7+ years of experience in a PEO, payroll bureau, or ASO environment with hands-on ownership of client funds
• Strong knowledge of multi-state payroll tax and SUI rate mechanics
• Demonstrated ability to own daily cash or funding operations in a high-volume setting
• Experience with banking platforms, ACH origination, and fraud controls
• Proficiency in building reporting and analysis directly, not via others; SQL or equivalent preferred
• Comfort using AI tools to accelerate analysis, documentation, and process improvement
• People leadership experience or proven escalation ownership
• Bachelor’s degree in Finance, Accounting or related field or equivalent experience

Responsibilities

• Own the daily client funds position end to end, from collections through payroll and tax disbursements
• Manage payroll funding cycle, including funding verification and escalation of failed or late wires
• Administer banking platforms, ACH parameters, and Positive Pay; own banking relationship
• Ensure timely and accurate tax deposits and filings across federal, state, and local jurisdictions
• Own bill code setup and maintenance; map to revenue
• Build ad hoc and off-cycle billing from request through invoice
• Standardize billing rules across clients; resolve one-off configurations
• Partner with Implementation and Client Services on billing setup for new and changing clients
• Share ownership of the funding calendar, processing cutoffs, and exception handling
• Build and maintain reporting on funding, disbursement, and tax activity
• Engage with clients to resolve issues and answer questions
• Direct treasury, payroll tax, and billing team; hire, coach, and manage performance
• Escalate tax and treasury issues; diagnose and resolve funding failures and notices
• Develop cross-training across functions for seamless coverage
• Identify and lead process improvements across money movement cycle

Position Overview

The Director, Financial Operations owns the full money movement cycle for our PEO clients, including treasury and funding, payroll tax, and billing. This role is the senior escalation point for the team and partners closely with Payroll Operations to ensure every funding cycle, tax deadline, and billing event runs without disruption.

Key Responsibilities

Treasury and Funding

• Own the daily client funds position end to end, from client collections through payroll and tax disbursements, fully reconciled and closed each day
• Manage the payroll funding cycle, including funding verification, exception resolution, and escalation of failed or late client wires
• Administer banking platforms, ACH parameters, and Positive Pay configuration; serve as the primary day-to-day owner of the banking relationship

Payroll Tax

• Ensure timely and accurate tax deposits and filings across federal, state, and local jurisdictions, consistent with CPEO obligations
• Maintain SUI rates, including rate changes and retroactive adjustments, ensuring accurate flow-through to client billing
• Serve as the point of resolution for amended returns, including resulting credits, refunds, and billing adjustments
• Own bill code setup and maintenance, ensuring consistent structure and accurate mapping to revenue
• Build and execute ad hoc and off-cycle billing, from request through validation to invoice
• Standardize billing rules across the client base, identifying and resolving one-off configurations that create downstream reconciliation or revenue issues
• Partner with Implementation and Client Services on billing setup for new and changing clients

Partnership and Reporting

• Share ownership with Payroll Operations of the funding calendar, processing cutoffs, and exception handling
• Build and maintain reporting on funding, disbursement, and tax activity, including defining the underlying metrics
• Engage directly with clients to resolve issues and answer questions as they arise

Team Leadership, Escalation, and Coverage

• Directly manage the treasury, payroll tax, and billing team, including hiring, coaching, and performance management
• Serve as the primary escalation point for tax and treasury issues, independently diagnosing and resolving funding failures, tax notices, and reconciliation breaks, and escalating to leadership only for judgment calls
• Build depth and cross-training across all functions on the team, and maintain working proficiency in each to provide seamless coverage during absences, peak periods, and staff transitions
• Identify and lead process improvement and automation opportunities across the money movement cycle
• Other duties as assigned

Qualifications

• 7+ years of experience in a PEO, payroll bureau, or ASO environment, including direct, hands‑on ownership of client funds handling
• Working knowledge of multi‑state payroll tax, including SUI rate mechanics and agency notice resolution
• Demonstrated ownership of daily cash or funding operations in a high‑volume environment
• Experience with banking platforms, ACH origination, and fraud controls such as Positive Pay
• Proficiency building reporting and analysis directly, rather than relying on requests to other teams; SQL or equivalent strongly preferred
• Comfort using AI tools to accelerate analysis, documentation, and process improvement
• People leadership experience, or a demonstrated track record as the primary escalation point for a team
• Bachelor’s degree in Finance, Accounting, Business Administration, or a related field required or other combination of education and relevant experience

• CPEO compliance experience
• Experience with PrismHR, NetSuite, or comparable payroll and ERP platforms
• Certified Treasury Professional (CTP) or Certified Payroll Professional (CPP) designation

• As of the date of this posting, a good faith estimate of the current salary pay scale for this position is $125,000 to $155,000. Placement in the range depends on several factors such as experience, skills, geography and internal equity and may change over time.
• The position is bonus eligible based on several factors including company performance, individual contributions and market forces.
