Overview

To provide leadership and supervision of district services in the areas of accountability, data analysis and reporting strategies, and performance monitoring to assist school and district leaders with achieving district goals.

Responsibilities and Qualifications

QUALIFICATIONS:

  • Master’s degree from an accredited institution (earned doctorate, desirable).
  • Five (5) years of experience in statistical analysis and the use of data to support accountability, performance monitoring, and educational decision-making.
  • Two (2) years of educational leadership administration, management, and/or supervisory experience (work with accountability, research, and/or statistical analysis, desirable).
  • Demonstrated success in the management of large and complex projects and working with others in a collaborative manner to establish goals and objectives, develop action plans, conduct data analysis, meet critical deadlines, and share results.

KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated experience and ability to lead accountability initiatives and provide guidance and technical assistance to school and district leaders. Demonstrated knowledge of reporting requirements for state and federal accountability models. Demonstrated knowledge of research design, including the application of appropriate statistical procedures, data validation and analysis, as well as the interpretation of results. Demonstrated experience in the use of computer applications and statistical analysis software (e.g., SQL, SPSS, Stata, R). Demonstrated skill and experience in writing and presenting data in a variety of formats (e.g., reports, briefs, dashboards) to administrators, teachers, support staff, parents, and members of the community. Demonstrated ability to independently plan, execute, and monitor the completion of tasks and projects according to established timelines. Demonstrated ability to work, communicate, and collaborate effectively with internal and external stakeholders. Demonstrated ability in planning, developing, implementing, and monitoring processes related to all areas of responsibility in compliance with local, state, and federal requirements. Demonstrated ability to adapt to changes in priorities and work assignments. Demonstrated ability to facilitate group processes and engage in conflict resolution, planning, and decision-making between school and district leadership to build consensus and develop goals.

SUPERVISES: Senior Administrator(s)

MACHINES, TOOLS, EQUIPMENT: Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, Copier.

PHYSICAL REQUIREMENTS: Describes physical conditions of this position. Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

PHYSICAL ACTIVITY: Physical activities of this position. Percent of a typical day involved in each applicable activity is noted. 70 Sitting: Resting with the body supported by the buttocks or thighs. 10 Standing: Assuming an upright position on the feet, particularly for sustained periods of time. 10 Walking: Moving about on foot to accomplish tasks, particularly for long distances. 5 Bending: Lowering the body forward from the waist. 5 Reaching: Extending hand(s) and arm(s) in any direction. 5 Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position through the use of the upper extremities and back muscles exerting up to 10 pounds of force. 80 Finger Dexterity: Picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm. 70 Grasping: Applying pressure to an object with the fingers and palm. 90 Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which detailed or important spoken instructions must be conveyed accurately, loudly or quickly. 90 Hearing Acuity: The ability to perceive speech and other environmental sounds at normal loudness levels. 90 Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc. Note: Will total more than 100 percent as several activities may be performed at one time.

WORKING CONDITIONS: Conditions the worker will be subject to in this position. Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

Performance Responsibilities
  • Manifest a professional code of ethics and values.

  • Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
  • Establish clear and measurable goals for all relevant areas of responsibility and develop and manage departments’ annual scope of work to ensure alignment throughout the year with department targets and office priorities.
  • Provide leadership, assistance, technical expertise and support services in working with district and school leaders in all operations and functions of accountability and performance monitoring consistent with district goals.
  • Represent the office and district in internal and external presentations, meetings, and conferences.
  • Analyze, interpret, and use data to regularly monitor the progress toward district goals.
  • Assign, manage, and execute the completion of tasks and projects through monitoring systems within designated timelines.
  • Ensure that the development and implementation of procedures and processes are documented and in place directly related to areas of responsibility to meet critical district, state, and federal requirements (e.g., management of accountability data corrections), monitor these processes for compliance, and clearly communicate requirements to district and school leaders.
  • Support collaborative working relationships with other district divisions and departments (e.g., Legal Services, Communications, Human Resources), and external stakeholders to ensure legal compliance with all department initiatives.
  • Facilitate professional learning sessions for school and district leaders to increase understanding and awareness of accountability monitoring and reporting requirements.
  • Plan, manage, and monitor the fiscal responsibilities of the department.
  • Evaluate department staff in terms of their performance responsibilities and provide job-embedded professional learning that is directly related to the growth of their leadership skills and their performance responsibilities.
  • Keep the supervisor(s) and other key people informed of critical issues about which they should be aware.
  • Regularly monitor, evaluate and assess staff performance. Create specific, measurable goals for direct reports. Communicate and collaborate effectively.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
Terms of Employment

Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
