Systems Planning and Analysis, Inc. (SPA) seeks a Digital Engineer to support DHS CBP in Washington, DC with a hybrid work arrangement. Key tasks include architecture development, modeling and simulation, and system analyses across CBP programs.

The role emphasizes enterprise views, DoDAF-aligned design, and MBSE tooling expertise. Qualifications include a 3+ year systems engineering background, DoD/SEL C experience, and proficiency in Python, R, or MATLAB.

Qualifications

• U.S. Citizen with ability to obtain DHS CBP clearance.
• 3+ years in systems engineering with full lifecycle support.
• Experience with government acquisition programs and SELC.
• Architecture views aligned with DoDAF or federal frameworks.
• Hands-on MBSE (Innoslate, Cameo) and M&S tools such as Spectrum-E, Arena, or AFSIM.
• Python, R, or MATLAB scripting Ability.
• Strong written and oral communication; capable of presenting to non-technical stakeholders.
• Able to work onsite based on client needs.

Responsibilities

• Support CBP system development from architecture to modeling and testing.
• Develop enterprise architecture products with DoDAF and capability views.
• Analyze CBP acquisition programs for alignment with priorities.
• Identify gaps, propose integration strategies, and assess risks.
• Utilize MBSE and digital engineering tools to build system models.
• Participate in CBP-wide groups to harmonize digital practices.
• Conduct market research, draft specs, and contribute to test planning.
