Baltimore County is seeking a Digital Content Specialist to join the Department of Public Works and Transportation in Towson. The role involves producing multimedia content that communicates DPWT programs and policies to the community.

You will work with Communications and other departments to craft compelling stories, photos, and videos, ensuring accessibility and brand alignment across social platforms and campaigns.

Qualifications

  • Bachelor's degree in journalism, English, mass communications, or a closely related field.
  • At least one year of experience in journalism, creative writing, public relations, or closely related work.

Responsibilities

  • Develops and produces creative digital content—stories, photos, videos, and graphics—that highlight DPWT’s programs, services, and policies.
  • Collaborates with Communications staff and other departments to identify story opportunities and develop content plans for key projects and campaigns.
  • Assists Social Media Manager with developing clear, engaging, and accessible content for social media platforms.
  • Designs and edits digital graphics, infographics, and short videos to support storytelling and outreach efforts. Ensures digital content aligns with the County's brand, accessibility standards, and communications goals.
  • Provides photography and videography support for DPWT events and initiatives.
  • Collaborates with subject matter experts to transform technical or policy information into relatable, community-focused stories.
  • Stays current on emerging digital communications tools, trends, and best practices.
  • Assists with logistics for special events, photo and video shoots, and other public outreach activities as needed.
  • Provides creative input or production support for DPWT presentations, publications, or exhibits.

Pay Schedule I, Grade 26, Regular Schedule: 35 hours per week

The Digital Content Specialist serves as an integral member of the Baltimore County Department of Public Works and Transportation (DPWT), helping tell DPWT’s story through creative and engaging digital content. This position produces multimedia materials, such videos, photographs, graphics, flyers and brochures, along with assisting the social media manager with content, that connects community members to DPWT services, programs, and policies. The Digital Content Specialist collaborates with staff across the Department to plan multimedia campaigns and community updates and ensures that digital content is accurate, accessible, and aligned with DPWT’s brand and communications goals.

Graduation from an accredited college or university with a bachelor's degree in journalism, English, mass communications, or a closely related field

(Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.

Work experience with recycling at a professional level.)
