Job description

If so, the Maryland Department of Planning invites you to learn more about our Digital Communications Manager position. In this position you will play a pivotal role in shaping the Department's public image, fostering strong relationships with our constituents, and ensuring clear and effective communication of our mission and goals. Reporting to the Director of External Affairs, you will be instrumental in developing and implementing outreach strategies, managing our digital presence – including our websites, and serving as a key point of contact for media and stakeholders. This position is a critical part of our communications team whose work helps us spread the word about the many facets of MDP.

POSITION DUTIES

The Maryland Department of Planning (MDP) provides guidance, analysis, outreach, and support to ensure all of the state’s natural resources, built environment and public assets are preserved and protected to achieve its goals for economic, community, and environmental vitality. This is done in partnership with other state agencies, local jurisdictions, and non-governmental organizations. Within MDP, the External Affairs team (EA) manages all communication efforts. This includes all factors related to its digital presence and serves as the point of contact for press inquiries (PIOs), PIAs, and other interactions with external entities. The Digital Communications Manager has responsibility for managing the Department's digital presence including websites, social media platforms, content creation, brand consistency, and performance analyzation. To accomplish this, the position coordinates and directs MDP’s outreach, internal and external communications, and constituent services by developing and maintaining digital media content, practices and protocols, marketing programs, and outreach strategy. This position also serves as the secondary point of contact with the press; provides communications to external constituencies including planning professionals and media; and manages outreach to the Department's constituents. The Digital Communications Manager serves as the webmaster for MDP ensuring updated content, maintenance of pages, and general oversight of its content, functionality, and user experience. This position serves a crucial role in conveying the agency’s, as well as the administration’s, mission and vision throughout all of its communications means.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree or other advanced degree. Experience: Two years of experience in the communications and/or web management field.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in website development and management. Experience in Drupal is a plus. Experience in any or all of the following: Adobe Creative Cloud: Premiere Pro, Illustrator, and Photoshop. SharePoint 2019 and SharePoint Designer for websites, HTML in Visual Studio Code, Hootsuite, Zoom, GovDelivery, SharePoint 365 for Intranet, Google Analytics 4 and Google Looker Studio. Experience with production printing with Fiery Command Workstation. Experience with all social media platforms. Experience in database management. Experience with management of hybrid/virtual meeting platforms. Experience in writing content for websites, promotional materials, etc.
