Job summary

MassDevelopment seeks an experienced Utilities Program Manager to oversee Devens water and wastewater systems, lead contractor oversight, and ensure regulatory compliance. You will manage capital projects, analyze performance data, and coordinate with internal teams to advance infrastructure reliability.

The role requires deep knowledge of utility operations, environmental regulations, and strong project management and communication skills, with on-site responsibilities at Devens, MA.

Qualifications

• 5+ years of related experience in water or wastewater operations and infrastructure management.
• Bachelor’s degree in civil/environmental disciplines or related field; equivalent experience considered.
• Massachusetts water/wastewater operator license (Grade 2+ preferred) and PE license preferred.
• Experience with regulatory compliance (MassDEP, EPA) and permit reporting.

Responsibilities

• Oversee Devens water and wastewater systems, managing operations and maintenance contractors.
• Ensure compliance with MassDEP, EPA, and regulatory submissions and reporting.
• Develop understanding of Devens utility infrastructure and regulatory calendar.
• Provide owner’s oversight for water/wastewater capital projects, including design reviews and budgeting.
• Oversee Cross Connection Control and Industrial Pretreatment programs for performance.
• Review engineering studies, plans, and system capacity for informed decisions.
• Prepare procurement documents (RFPs, scopes, specs) and contractor deliverables.
• Analyze operational, financial, billing, and performance data to improve compliance and efficiency.
• Establish processes to manage permits, inspections, budgets, and deadlines.
