Springville City is seeking a Development Review Planner II to manage end-to-end land use applications, coordinate with departments, and ensure timely, compliant review and decision-making. The ideal candidate has a professional planning background, three years of experience, and familiarity with GIS and permitting systems.

Qualifications

• Bachelor's degree in urban or regional planning, geography, architecture, landscape architecture, public administration, or a closely related field.
• Three years of progressively responsible professional planning, development review, land use administration, or closely related experience, including independent management of projects or applications.
• Equivalency: An equivalent combination of directly related education and experience that provides the required knowledge, skills, and abilities may be considered.
• Preferred: American Institute of Certified Planners certification.
• License: Valid Utah driver license.

Responsibilities

• Independently manages complex development applications and planning projects from initial inquiry through final action and follow-through.
• Reviews land use, subdivision, site plan, zoning, annexation, development agreements, and related applications for compliance with plans, regulations, and law.
• Interprets the General Plan and development standards; prepares defensible findings and conditions of approval.
• Coordinates multidisciplinary review with City departments and outside agencies; facilitates meetings and resolves conflicts.
• Prepares staff reports, findings, notices, ordinances, resolutions, and maps for decision-makers and the public.
• Leads plan and code amendments, planning studies, public engagement, and data analysis.
• Develops SOPs, checklists, templates, and guidance to promote consistency.
• Evaluates workflows and service performance; recommends practical improvements.
• Provides technical guidance and training to Planner I, interns, or staff.
• All other duties as assigned.
