Job summary

The City of Aurora is seeking a Development Officer Associate to support housing rehabilitation and community development programs funded by CDBG, HOME, ESG, OLHCHH, and other sources. You will serve as primary contact for inquiries and coordinate project documentation, applications, and compliance in a grants environment.

Ideal candidates have at least two years of planning or project management experience, strong communication, and the ability to work with diverse stakeholders.

Qualifications

  • High School Diploma or GED is required.
  • At least two (2) years progressively responsible experience in planning or project management.
  • Experience with HUD, HOME, ESG, and other grant programs desirable.
  • Valid driver's license with clean MVR.
  • Bilingual in Spanish is preferred.

Responsibilities

  • Serve as primary contact for housing rehabilitation, commercial rehabilitation, and community development inquiries.
  • Assist residents, property owners, developers, contractors, and partners by providing program information and eligibility requirements.
  • Support implementation and coordination of housing rehabilitation, affordable housing, and community revitalization efforts.
  • Coordinate project intake, applications, and interviews; review for completeness and compliance.

PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience

The hiring rate for this position $22.23 - $27.79/hourly

This is classified as VHBE (Variable Hour Benefit Eligible), where the selected candidate can work up to 40 hours per week. The selected candidate will be eligible to elect Medical, Dental, and Vision benefits, accrue paid time off, and receive 11 paid holidays.

This position is supported through grant funding, with employment eligible through April 1, 2030.

Overview Of Job

The Development Officer Associate supports the administration and coordination of housing rehabilitation, commercial rehabilitation, and community development programs funded through the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Office of Lead Hazard Control and Healthy Homes (OLHCHH), and other federal, state, and local funding sources.

Primary Duties & Responsibilities
  • Serves as a primary point of contact for housing rehabilitation, commercial rehabilitation, and community development program inquiries.
  • Assists residents, property owners, developers, contractors, and community partners by providing information regarding program eligibility, application requirements, funding opportunities, and program procedures.
  • Supports the implementation and coordination of housing rehabilitation, commercial rehabilitation, affordable housing, and community revitalization programs.
  • Assists with project intake, application processing, and applicant interviews.
  • Reviews applications for completeness and assists with documenting compliance with program requirements for staff review.
  • Coordinates appointments, meetings, and communications with applicants, contractors, consultants, and partner agencies.
  • Provides exceptional customer service while maintaining confidentiality and professionalism.
  • Supports Housing and Community Development Specialists in the administration of housing and community development projects.
  • Maintains project schedules, calendars, and milestone tracking.
  • Assists with contractor walk-throughs, pre-construction meetings, pay meetings, contract closings, and project closeout activities.
  • Coordinates project documentation and ensures timely routing of contracts, agreements, and approvals.
  • Maintains an accurate development project pipeline and project tracking systems.
  • Coordinates document execution and maintains project correspondence.
  • Maintains complete, organized project files.
  • Generates project checklists and assists with quality assurance reviews to ensure required documentation is complete.
  • Assists in maintaining project documentation in accordance with applicable federal, state, local, and City program requirements.
  • Assists staff with gathering documentation required for compliance reviews, monitoring activities, audits, and project closeout.
  • Maintains project databases and tracking systems.
  • Assists with preparation of project summaries, correspondence, staff reports, and project status updates.
  • Tracks program accomplishments, project milestones, and reporting deadlines.
  • Assists with collecting data for HUD reports, strategic plans, annual reports, and other required program reporting.
  • Maintains statistical information and prepares routine reports as requested.
  • Performs additional duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:
  • High School Diploma or GED
Experience:
  • At least two (2) years progressively responsible experience in planning or project management
  • Experience in federal HUD and local grant programs, community development and affordable housing programs, planning, and/or grant administration
Licenses And Certifications Required:
  • Valid driver's License with clean Motor Vehicle Report
Preferred Qualifications:
  • Bilingual in Spanish

  • Knowledge of project management

  • Knowledge of loan and underwriting practices and procedures
  • Knowledge of community development programs and corresponding regulations preferred

WORKING CONDITIONS
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Light physical work requiring the ability to lift, push or pull a maximum of 20 pounds with or without assistance
Work Environment:
  • Works in a general office environment
Equipment Used:
  • Uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
