Job summary

Carollo Engineers is seeking a market leader for the East region to advance collaborative delivery across water infrastructure programs. The Design Build Project Manager will blend client service leadership with pursuit and project execution support, guiding pursuits, partnerships, and on‑the‑ground delivery.

You will help shape strategy, build contractor networks, and manage subcontractor risk while collaborating with owners and industry peers to deliver best-value projects.

Qualifications

• Bachelor's or advanced degree required; PE/PM certifications preferred.
• 15+ years of experience in project execution and marketing for water-wastewater and infrastructure.
• 5+ years hands-on experience with design-build and P3 delivery methods.
• Extensive network in the water collaborative delivery space and industry roles.
• Familiarity with East region DB and P3 regulatory and procurement environments.
• Strong contract negotiation skills with Owners and DB contractors.
• Proven leadership with excellent communication abilities.
• Curiosity about leveraging technology to improve efficiency in delivery.

Responsibilities

• Lead evolution of East Coast Collaborative Delivery strategy (Design-Build, PDB, P3) with sales and project execution duties.
• Guide pursuits and project execution with Design-Build Technical Practice in the region.
• Provide intellectual leadership on DB and P3 best practices for the practice.
• Participate in pre-marketing and positioning for procurements with Owners and contractors.
• Cultivate regional contractor relationships and expand pipelines.
• Support pursuit strategy and proposal development as part of Client Service team.
• Lead identification, vetting and risk management for subcontractors and sub-consultants.
• Oversee commercial terms reviews with Risk Management and contract forms.
• Engage with industry leadership via organizations such as WDBC, DBIA.

The Design Build Project Manager role combines client service leadership with pursuit and project execution support, helping public owners deliver best‑value municipal water, wastewater, and stormwater projects. Responsibilities

• Lead the evolution of Carollo’s East Coast Collaborative Delivery (Design‑Build, Progressive Design‑Build, P3) strategy with both sales and project execution responsibilities
• Work closely with Design-Build Technical Practice team in guiding pursuits and project execution in the region
• Contribute intellectual leadership on DB and P3 best practice to strengthen the Carollo Design-Build Technical Practice
• Actively participate in pre-marketing and positioning for competitive procurements with Owners and contractors
• Cultivate existing and new regional contractor relationships
• Support pursuit strategy and proposal development/preparation as part of the Client Service team for collaborative delivery clients.
• Lead the identification, vetting and risk management for subcontractors and sub-consultants
• Lead commercial terms review and assessment with Risk Management (prime contacts, teaming agreements, subcontractor agreements, etc.)
• Support Carollo industry leadership through participation in relevant industry organizations such as WDBC, DBIA

Qualifications

• Bachelor's or advanced degree in engineering, construction management, or related field of study
• 15+ years of experience engaged in project execution and marketing for water-wastewater and infrastructure projects
• 5+ years of hands‑on project experience on design build and P3 delivery methods
• Well-networked in the water collaborative delivery space, with demonstrated industry organization roles
• Familiarity with East region DB and P3 regulatory and procurement environments (New England, Liberty Northeast/NYC Metro, Mid‑Atlantic, Southeast).
• Well‑versed in contract negotiations with Owners, DB General Contractors and DB Design Subcontractors
• Proven team leader with excellent communication skills
• An understanding of how technology is changing the collaborative delivery sector with eagerness and curiosity about harnessing tech for greater efficiency in this sector.

Preferred Qualifications

• Registration as a PE, PMP, or CMAA
• Designated Design Build Professional accreditation by the DBIA

Compensation Range

$170,000 to $230,000 annually. This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs
