Qualifications

  • Bachelor's degree in emergency management, chemistry, fire science or equivalent.
  • ICS 100, 200, 700, 800, 300, 400, HazMat Technician and HazMat IC preferred.
  • Minimum five years in emergency response with at least 3 years in leadership.
  • Must meet OSHA 29 CFR 1910.120 and 1910.134 physical requirements.
  • Valid driver's license required and reside within 10 miles of Bucks County border.
  • Proficient with MS Word, Excel, Outlook and related tech.

Responsibilities

  • Respond to hazardous materials, technical rescue, swift water, diving, and drone incidents as Deputy Chief of Special Operations.
  • Assist scheduling and development of training and exercise plans for all teams.
  • Ensure readiness of equipment and apparatus for Special Operations and Emergency Management.
  • Promote Special Operations and Emergency Management before local government and emergency services.
  • Serve on work groups or subcommittees as needed.
  • Support Emergency Management or other emergency services as required.
  • Perform other duties as required.

  • POSITION SUMMARY:

Administrative and operational position under the general supervision of the Special Operations Coordinator. Assists the Special Operations Coordinator with the administrative and emergency response activities of all special operations teams. Maintains a close working relationship with the teams per diem officers and members.

Essential Personnel Position - Essential Personnel are obligated to report to work or remain at work during emergency activations. May be required to work non-traditional schedules including evenings, nights, weekends, and holidays.

On-call requirements - Weeklong on-call rotation

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
  • Responds to hazardous materials, technical rescue, swift water, diving, and drone incidents as the Deputy Chief of Special Operations.
  • Assists with scheduling and development of training and exercise plans for all special operations teams.
  • Ensure the readiness of equipment and apparatus for Special Operations teams and Emergency Management.
  • Promotes Special Operations and Emergency Management with appearances before local government, civic organizations and clubs, and various emergency services organizations.
  • Serves on an assigned work group or subcommittee as needed.
  • Support Emergency Management or other Emergency Services Departments as required.
  • Performs other duties as required.
Qualifications Required

  • Bachelor's degree in emergency management, chemistry, fire science or an equivalent combination of education and experience.
  • ICS 100, 200, 700, 800, 300, 400, Hazardous Materials Technician, (Hazmat Safety Officer and Hazmat IC Preferred)
  • A minimum of five years' public or private sector emergency response and at least 3 years as an operational leader.
  • Required to meet and maintain the physical requirements of OSHA 29CFR 1910.120 and 29CFR 1910.134
  • Response experience in hazardous materials, rope, confined space, trench, structural collapse, swift water, and dive rescue.
  • Ability to express ideas clearly and concisely in oral, written and graphic form.
  • Proficient in technology to include Microsoft Word, Excel, Outlook.
  • Ability to interpret federal and state emergency management requirements and regulations.
  • Ability to coordinate diverse groups toward a common goal.
  • Ability to maintain effective working relationships and develop partnerships.
  • Strong time management skills; ability to carry out orders with precision and speed.
  • Ability to make decisions quickly and accurately.
  • Able to perform efficiently under pressure.
  • Ability to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
  • Ability to maintain organization and prioritize a variety of tasks and data.
  • Must possess and maintain a valid driver's license.
  • Required to obtain PEMA County Associate Certification within one year of hire and PEMA County Professional Certification within three years of hire.
  • Required to obtain FEMA Professional Development Series within one year of hire.
  • Must reside no further than 10 miles outside any Bucks County boarder to ensure adequate response tim in the event of an emergency response or on-call summons.
