OVERALL OBJECTIVE OF JOB

To carry out duties and responsibilities of the Franklin County Sheriff’s Office by assisting in civil, criminal and public service law enforcement, acting under the direct orders of the Sheriff or Chief Deputy Sheriff. To carry out duties and responsibilities of the Franklin County Sheriff’s Office by performing the enforcement and protective duties of the Courts, acting under the direct orders of the Sheriff or Chief Deputy Sheriff. The position of Deputy Sheriff is a law enforcement position requiring advanced education and/or experience and training. A Deputy Sheriff is a sworn law enforcement officer charged to uphold the laws of the County of Franklin, the Commonwealth of Pennsylvania and the United States of America.

ESSENTIAL FUNCTIONS OF JOB
  1. Assists in transporting and guarding of prisoners and ensures that prisoners are in control at all times; uses restraining devices if and when necessary.
  2. Generally serves in a law enforcement and peace keeping function within Franklin County to include civil, criminal, and traffic enforcement, with a focus on bench, arrest, and search warrants; writs, executions, summons, court notices, protection orders, and subpoenas.
  3. Conducts background investigations, confirms validity of information and logs all data in appropriate databases.
  4. Prepares and files incident reports and prepares and files criminal charges as necessary. Must be able to complete criminal complaints, traffic, and non-traffic citations.
  5. Must be able to read, understand, interpret and follow the Pennsylvania Crimes Code, Vehicle Code and Rules of Criminal and Civil Procedure.
  6. Follow safety protocol and procedure when processing and handling evidence.
  7. Testify in Court when needed.
  8. Conducts personal property executions, serves documents and carries through all related notices, financial distributions and documentation involved.
  9. Collects and disburses money judgments in civil proceedings to various plaintiffs and government bodies.
  10. Must be able to work cooperatively with other local, state, and federal law enforcement agencies on related tasks and details.
  11. Must be able to learn and understand the operation of Mobile Data Computers, and other databases necessary to complete the operations of the Sheriff’s Office.
  12. Must be able to operate vehicles in adverse conditions and when necessary respond in an emergency response manner.
  13. Interacts with prisoners, and must be able to restrain using various restraints.
  14. Extradites, transports, and moves prisoners by use of vehicles and at times, other forms of transportation.
  15. Assists with maintaining law/order during strikes, riots and/or disasters.
  16. Assists with, and when necessary provides protection to the courts during times of active or heightened threats.
  17. Must be able to complete the new hire field training program, and on-boarding process.
  18. Utilizes equipment such as 2-way radios, handcuffs, shackles, weapons, computers, and motor vehicles, ect. as necessary to carry out essential job duties.
OTHER DUTIES OF JOB
  1. Attends meetings, and seminars as required.
  2. Successfully completes all Franklin County Sheriff training, as required.
  3. Performs other job-related duties as required.
  4. Supports the Judicial Division of the Sheriff’s Office when required.
SUPERVISION RECEIVED

Receives daily instruction and supervision from Sheriff, Chief Deputy Sheriff, Lieutenant, Sergeant, Corporal, or designated deputy in charge in regards to daily work duties.

WORKING CONDITIONS
  1. Works indoors in crowded workspace with adequate lighting and ventilation, but with fluctuations in temperatures.
  2. Works with average exposure to stress, but subject to frequent disruptions and noise.
  3. Below normal indoor exposure to dust/dirt; works outdoors or on road frequently and is subject to outdoor elements and environmental conditions.
  4. Subject to frequent travel, to include overnight travel during all seasons.
  5. Works in conditions of potential outbursts of disruptive behavior.
  6. Works varied shifts, often beyond regularly scheduled work hours, mandated shifts, and on-call as needed.
PHYISICAL/MENTAL CONDITIONS & CRITICAL DEMANDS OF JOB
  1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
  2. Must be able to stand, walk, and drive frequently during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary in order to carry out essential job duties.
  3. Administers first aid to persons in need of care within training guidelines.
  4. Light work, with occasional lifting/carrying of objects.
  5. Requires very coordinated dexterity of fingers/hands, arms/legs/torso as necessary to carry out job duties.
  6. Must demonstrate emotional stability.
  7. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
  8. Must be able to move frequently throughout the workday.
  9. Must be able to work with clients who carry or may carry the active hepatitis or other infectious diseases.
  10. When required, must be able to pass a physical fitness test and medical assessment as established by the Sheriff and Deputy Sheriff Education and Training Board, both before hiring as well as after in order to obtain certification.
QUALIFICATIONS
  1. EDUCATION/TRAINING – High school diploma or equivalent, plus some additional law enforcement and computer training recommended. Must be able to obtain, and maintain Deputy Sheriff Act 2 certification or waiver, and complete required training.

  2. WORK EXPERIENCE – None required; prior experience in law enforcement, military, or related legal/judicial environment preferred.

  2. Must possess good communication and interpersonal skills.
  3. Must possess ability to function independently, have flexibility and the ability to work effectively with general public, prisoners, staff and others.
  4. Must possess ability to maintain confidentiality in regard to client information, criminal justice information, and other sensitive records.
  5. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
  6. Must possess a valid Pennsylvania’s driver’s license and a willingness to travel as needed, and to transport prisoners as needed.
  7. Must possess ability to overcome and safely control aggressive individuals.
  8. Must possess general knowledge of law enforcement principals, practices, methods and procedures and ability to apply them to the duties of the job.
  9. Must possess ability to coordinate a variety of duties and efforts and work well with other departments, agencies, and citizen groups.
  10. Must be able to operate, at times in a confidential and clandestine manner.
  11. Must possess initiative, discretion and be able to make sound discretionary decisions when circumstances warrant.
  12. Must possess ability to use firearms and make appropriate arrests when necessary.
  13. Must qualify annually in firearms proficiency in accordance with County firearm policy/procedures.
  14. Must possess ability to travel distances that may require overnight stays.
  15. Must submit to random drug and/or health screenings as seen necessary.
  16. When necessary, submit to fitness for duty assessments.
