Job summary

American Red Cross in Austin, TX is seeking a Regional Disaster Officer to lead a team of staff and volunteers in delivering disaster services across the region. You will deploy as needed, oversee the disaster cycle, and build partnerships to serve communities before, during, and after emergencies.

You will manage a mix of paid staff and volunteers, ensure readiness, and coordinate with internal partners to scale operations while meeting program standards and safety requirements.

Qualifications

• Education: Bachelor’s degree or equivalent required.
• Experience: Minimum 7 years of related experience.
• Management Experience: 5 years of management experience of paid or volunteer workforce.
• Valid Driver's License.
• Travel may be required.

Responsibilities

• Oversee the volunteer-led disaster services program across the region, with paid staff and volunteers.
• Work with volunteers to ensure communities served are ready to respond to disasters.
• Regional disaster employees are expected to deploy outside the region at least once per year.
• Deployments may include allowances and require training and capacity to meet deployment requirements.

WHAT YOU NEED TO KNOW (Job Overview)

As a Regional Disaster Officer, you will oversee, through a team to include both paid and volunteer workforce, the successful implementation of the volunteer-led disaster cycle services program throughout the region in alignment with established program standards. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters.

Join us in meeting the needs of continuous disaster response! Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Allowances may be provided for personal circumstances and local response activity. Employees must meet all training and physical capacity requirements for deployment.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities)

• Empower Volunteers: Direct an employee and diverse volunteer team responsible for the implementation of volunteer-led disaster services programming throughout the region. Ensure disaster services are delivered in a rapid, accessible, and equitable manner, both culturally and linguistically, to meet the urgent, disaster-caused needs of our clients, with a focus on frontline communities.

• Lead the Program: Oversee the successful implementation of the entire disaster cycle services program in alignment with Fundamental Principles and established program standards.

• Mission Capacity Building: Champion and drive the development of regional Disaster Leadership Volunteers, including volunteer partners, to meet specific responsibilities as part of their work in disaster readiness, preparedness, response, and recovery.

• Engage Community: Lead regional efforts to prepare and mobilize communities and engage partners to prepare for, respond to, and recover from disasters and emergencies.

• Manage in a Matrix: Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers.

• Know Your Communities: Act as the regional disaster leader and Red Cross disaster subject matter expert.

• Ready to Respond: Initiate, scale, coordinate and manage disaster relief operations in the region in alignment with the Disaster Cycle Services Concept of Operations.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications)

• Education: Bachelor's degree required, or equivalent combination of education and related experience required.

• Experience: Minimum 7 years of related experience.

• Management Experience: 5 years of management experience of paid or volunteer workforce.

• Valid Driver's License

REQUIRED SKILLS AND ABILITIES

• Excellent interpersonal, verbal, and written communication skills.

• Demonstrated analytical and decision-making skills to interpret program trends, results, formulate recommendations, and develop creative processes for continuous program or service improvements.

• Proven record of accomplishment of collaboration with diverse groups and individual's representative of all the demographics of this community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management.

• Intermediate level proficiency with Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.

• Ability to work outside of regular duty hours including nights and weekends.

PHYSICAL REQUIREMENTS

The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
