Job summary

Trax International is seeking a Deputy Program Manager for the WSMR MSS program in Las Cruces, NM. The role covers technical and administrative leadership, contract and subcontract management, and coordination with government customers to ensure project success.

The Deputy PM will work with the PM and Government KO/CORs to manage schedules, resources, and deliverables, including on-site presence within two hours as needed.

Qualifications

Job Description

CONTRACT PENDING AWARD. The Deputy Program Manager serves as the alternate or Deputy PM in the absence of the Program Manager and assists in the management of the overall technical and administrative support activities for personnel in the execution of test support services at the US Army White Sands Missile Range (WSMR) - Mission Support Services (MSS). Acts as the alternate company point of contact for TRAX, with authority to execute contract modifications, subcontracts, and purchase orders. Reviews test plans for resource and workload allocations, resolves conflicts, updates milestone schedules, and ensures timely test support. Assesses projected workloads, matches to available resources, and coordinates with WSMR - MSS personnel on issues and requirements. Monitors contract deliverables to meet or exceed requirements in accordance with Government guidance and regulatory requirements. Establishes, approves, and ensures compliance with all WSMR and Army policies and procedures. Coordinates with the PM and serves as needed as a technical interface with the WSMR customer on purchase orders, inventory, and other requirements. Regularly meets with the TRAX PM and primary Government contacts (KO and CORs).

The designated alternate or Deputy Program Manager shall be available during normal duty hours within two (2) hours after notification to meet on the installation with Government personnel designated by the KO to discuss problem areas. After normal hours, the Deputy Program Manager shall be available on site within two (2) hours. The Contractor shall designate a Deputy Program Manager to act on behalf of the Contractor in the absence of the Program Manager. The Deputy Program Manager may fulfill other managerial responsibilities.

Duties and Responsibilities

• In coordination with the Program Manager, provide technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.
• Responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer.
• Conduct planning and provide recommendations to the client on task workload.
• Assist the Government in synchronizing requirements throughout the lifecycle of the project within cost, schedule, and performance; identify issues in project meetings.
• Attend customer meetings and serve as primary client liaison where appropriate.
• Interact with vendors, other agencies, and client staff on behalf of the client.
• Maintain an in‑depth understanding of task order requirements and the ability, knowledge, experience, and skills to carry out those requirements.
• Coordinate between resource managers/supervisors and ensure all necessary reviews and approvals are received.
• Understand DoD and Army policies.
• Provide presentations to a technical audience.
• Follow and implement TRAX quality processes, SOPs, and work instructions.
• Perform other job-related duties as assigned.

Qualifications

Required Skills and Qualifications

• Bachelor’s degree in engineering from an accredited college or university or an integrated Business-Engineering program; advanced degrees preferable.
• Five (5) years of demonstrated engineering and management experience on contracts or projects with organizational responsibilities of similarly complex nature and financial scope.
• Work experience and demonstrated leadership responsibilities on at least two large projects or programs utilizing civil, mechanical, computer, electrical, and electronics engineering disciplines.
• Experience reviewing and approving the work of project managers, engineers, support staff, and contract administrative personnel.
• One (1) year of experience, demonstrated knowledge of, or education in the DoD contracting process.
• One (1) year of experience, demonstrated knowledge of, or education in the DoD acquisition process specifically related to the test career field or obtain the requisite training (at the Contractor’s expense) within 1 year of contract award and provide documentation of the training to the Government KO.
• Must be able to support occasional travel (25% or less) as required CONUS/OCONUS.
• Advanced professional certifications are desired such as Project Management Professional (PMP), Lean Six Sigma Black Belt, or Certified Scrum Master (CSM).
• Knowledge of labor laws and managing Collective Bargaining Unit employees.

• Work is performed in an environmentally controlled office and in the field; exposure to environment as needed.
• Must be capable of sitting and entering data on a computer keyboard for extended periods.
• Regularly sit, talk, and hear; perform repetitive motions of arms, wrists, hands, and fingers.
• Walk, stand, climb, balance, stoop, kneel, crouch, or crawl as required.
• Must tolerate noise from frequent weapon firings and outdoor test activities in temperatures exceeding 115 degrees Fahrenheit.
• Must be able to lift 25 pounds unassisted.
