HJF is seeking a Deputy Program Manager to facilitate information flow between TBICoE leadership, program managers, contract staff, and contract leaders, as required by the program manager. The Deputy Program Manager will oversee and execute all contract personnel actions and workflow and operational procedures as outlined in contract requirements.

This position will be in support of the Traumatic Brain Injury Center of Excellence (TBICoE) in Silver Spring, MD. TBICoE is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), has been congressionally mandated since 1992 and is currently a matrixed research, dissemination, and knowledge translation program, supporting warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.

TBICoE's mission to support the warfighter is executed through subject matter experts embedded across DHA facilities with expertise in TBI clinical research investigations, surveillance, clinical tool development and training, cognitive monitoring and assessment, and dissemination of TBI tools, products, and education/training materials to DoD medical personnel, service members, including Guard, Reserve, and operational medics/corpsmen, veterans with TBI, and families/caregivers of the warfighter.

• Performs duties under the guidance of the Program Manager and TBICoE leadership.
• Serves as a liaison among TBICoE leadership, contract leadership, contract staff, and any external DHA offices as assigned (e.g., CTMO, OGC, Facilities, etc.).
• Facilitates information flow between TBICoE leadership, program managers, contract staff and contract company leaders as required by the program manager.
• Provides contract staff direct or indirect administrative supervision.
• Ensures medically licensed contract staff adhere to local/state/federal requirements as required by their specialty, position, and duty location.
• Provides contract employee guidance and coordination for personnel actions as requested and/or required.
• Prepares program summaries and produces reports as required and/or requested.
• Supports successful deliverable review, execution, and delivery on time and within contract quality requirements set forth in the PRS.
• Oversees and executes workflow and operational procedures IAW contract requirements.
• Provides budgetary input and analysis for contract projects, programs, and scheduled efforts IAW contract requirements and guidelines.
• Ensures full compliance with all contract requirements, schedules, and provisions.
• Provides records management oversight and guidance to vendor's determine records management POC.

Supervisory Responsibilities

• Direct Supervisor: Supervises and oversees contract staff for administrative and personnel actions.

Education and Experience

• Master's degree in management or health related field required. Experience within related fields may be accepted in lieu of educational minimums.
• Minimum of 8 years related experience working with government agencies, contracting and program management required. Prior experience within the DoD/VA systems of care preferred.

Required Knowledge, Skills and Abilities

• Knowledge of large federal program management and federal budget process required.
• Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required.
• Ability to coordinate multiple sites and complex issues at any given time required.
• Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
• Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
• Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
• Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
• Prior experiences in the life sciences strongly preferred.
• May require US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

• May encounter patients who are confused, agitated, or abusive.

Compensation

• The annual salary range for this position is $93,100-$107,300. Actual salary will be determined based on experience, education, etc.
