Responsibilities

  • Support the PgMO leadership and operations for a multi-project capital program.
  • Develop and implement program management plans, scopes, budgets, schedules, risk strategies, and performance metrics.
  • Coordinate multidisciplinary teams across planning, design, procurement, construction, scheduling, cost, quality, safety and IT.
  • Provide program-level oversight of construction and renovation projects across multiple occupied facilities.
  • Prepare executive reports, dashboards and presentations communicating program health and recommended actions.

Procon is seeking an experienced Deputy Program Manager / Construction Manager to support the leadership and operation of an integrated Program Management Office overseeing a complex, multi-project capital improvement program in Washington, D.C. This full-time, onsite position will support program-level planning, design, procurement, construction, cost, schedule, risk, and quality management across multiple government and institutional facilities.

Qualifications & Skills

Bachelor's degree in Construction Management, Engineering, Architecture, Planning, or a related field; equivalent relevant experience and credentials may be considered. 15+ years of progressively responsible experience in program management, construction management, or project management supporting large government, institutional, commercial, or public-sector capital programs. 10+ years of experience supporting programs valued at $50M+, including multiple concurrent construction and renovation projects. Current PMP, PgMP, or CCM certification required. Strong knowledge of construction administration, contracts, building systems, codes, safety requirements, quality standards, and industry practices. Experience reviewing RFIs, submittals, change orders, claims, schedules, cost impacts, recovery plans, and contractor proposals. Demonstrated experience managing scope, schedule, budget, risk, quality, procurement, and overall program performance. Proven ability to coordinate multidisciplinary teams and work effectively with owners, architects, engineers, contractors, facility personnel, and other stakeholders. Strong leadership, communication, negotiation, problem-solving, executive reporting, and stakeholder-management skills. Experience with occupied, secure, government, courthouse, judicial, or other institutional facilities preferred. PE, RA, LEED AP BD+C, DBIA, graduate degree, and experience with capital programs exceeding $100M are preferred. Proficiency with platforms such as Primavera P6, Microsoft Project, Procore, Power BI, AutoCAD, Revit, or comparable systems preferred.

Responsibilities & Duties

Support the Program Manager in the day-to-day leadership and operation of the PgMO, executing program goals, policies, procedures, and performance standards. Assist with developing and implementing program management plans, scopes, budgets, schedules, risk strategies, procedures, and performance metrics. Serve as a management representative and point of coordination when the Program Manager is unavailable. Coordinate multidisciplinary teams across planning, design, procurement, construction, scheduling, cost, quality, safety, IT, and facility operations. Provide program-level oversight of construction and renovation projects across multiple occupied facilities and locations. Monitor scope, schedule, cost, quality, safety, risk, and overall performance, identifying issues and recommending corrective or recovery actions. Review construction schedules, progress reports, RFIs, submittals, change orders, claims, time-impact analyses, contractor proposals, and recovery schedules. Support procurement activities, including acquisition strategies, scopes of work, RFPs, independent cost estimates, and solicitation documents. Coordinate resolution of permitting, inspections, access, phasing, outages, logistics, security, and occupied-facility challenges. Verify construction activities comply with contract documents, applicable codes, approved standards, and program requirements. Participate in progress meetings, design coordination, schedule and budget reviews, risk workshops, and stakeholder briefings. Prepare executive-level reports, dashboards, and presentations communicating program health, risks, required decisions, and recommended actions. Promote consistent program procedures, document controls, project records, closeout requirements, lessons learned, and continuous improvement.
