SOC LLC is seeking a Deputy National Program Manager to serve as a strategic leader and deputy to the National Program Manager, guiding quality assurance, compliance, risk management, and governance across the program. The role includes program planning, financial oversight, stakeholder engagement, and ensuring high-quality service delivery.

The position requires extensive experience in federal contract management, multi-site operations, and policy administration.

Qualifications

• Bachelor's Degree in a relevant field; equivalent related experience may be considered where appropriate.
• 10+ years progressive supervisory, management, operational, quality, compliance, security, contract administration, or government-services experience; experience supporting senior program leadership and cross-functional initiatives.
• Law enforcement and/or security management experience and prior CIFSO management experience preferred.

Responsibilities

• Lead the full lifecycle of contract quality assurance and quality control, including long-term quality strategies, performance metrics, the Quality Control Plan inspection process, and governance of guard-force policies and procedures.
• Conduct and oversee quality evaluations, inspections, compliance audits, and semi-annual program reviews of sites, shifts, processes, equipment, records, and practices; identify nonconformities and risks and drive corrective actions.
• Represent the National Program Manager in internal program matters and coordinate cross-functional execution to ensure leadership continuity during absences or crises.
• Support contract management, reporting, and risk management; prepare executive updates on status, quality, audits, staffing actions and performance metrics.
• Support personnel leadership and stakeholder engagement across the national program; communicate standards and required actions to stakeholders and coordinate with government representatives and partners.
• Assist strategic and financial stewardship; evaluate resource use, performance trends, and opportunities; maintain knowledge of applicable laws and contract requirements; travel during crises as needed.

Job description

The Deputy National Program Manager serves as a strategic leader and principal deputy to the National Program Manager, supporting the successful execution of contract requirements and enterprise-wide program operations. This role provides leadership and oversight for quality assurance and quality control, compliance, risk management, policy and procedure governance, performance reporting, and continuous process improvement initiatives. The Deputy National Program Manager also supports program planning, contract execution, workforce readiness, stakeholder engagement, financial management, and emergency response activities, ensuring operational excellence, contract compliance, and high-quality service delivery across the program.

Responsibilities

• Lead the full lifecycle of contract quality assurance and quality control, including long-term quality strategies, performance metrics, the Quality Control Plan inspection process, and governance of guard-force policies and procedures. Manage development, drafting, coordination, review, revision, version control, approval routing, implementation tracking and annual review of controlled operational policies and procedures, and ensure current approved versions are available across the program. 20%
• Conduct and oversee quality evaluations, inspections, compliance audits, and semi-annual program reviews of sites, shifts, processes, equipment, records, and operational practices. Evaluate compliance with contract requirements and applicable federal standards, document findings, maintain audit records, identify noncomformities and risks, and develop, track, verify, and close corrective and preventive actions in coordination with the National Program Manager and other Management Support Team Members. 20%
• Represent the National Program Manager in internal program matters, coordinate cross-functional execution among Operations, Training, Quality, Site Management, and corporate support functions, and support continuity of leadership during NPM's absence, emergencies, or periods of elevated operational activity. 20%
• Support contract management, reporting, and risk management. Prepare or coordinate reports and executive-level updates concerning program status, quality performance, audit results, compliance, staffing corrective actions, and performance metrics. Identify program inconsistencies and emerging risks, recommend mitigation strategies, monitor implementation and effectiveness, and ensure significant compliance deficiencies and required corrective actions are promptly elevated to the NPM and, when directed or required, the COR. 15%
• Support personnel leadership and stakeholder engagement across the national program. Assist the NPM in reinforcing lines of authority, accountability, staffing and qualification requirements, and consistent execution across sites. Communicate standards, findings, expectations, and required actions to program stakeholders; coordinate with government representatives, subcontractors, partners, and corporate functions as authorized; participate in COR directed exercises and site engagements; and support reviews of incidents, exercises, lessons learned, and corrective action follow-through. 15%
• Assist the NPM with strategic and financial stewardship of the program by evaluating resource use, operational efficiency, quality trends, and improvement opportunities; supporting budget and expense oversight as assigned; recommending innovative solutions; and promoting ethical, transparent, cost effective, and contract compliant performance. Maintain working knowledge of applicable laws, regulations, contract requirements, physical-security practices, and contemporary CIFSO/security-industry practices, and remain available by phone and for travel during crises or emergencies as required. 10%

KSAs (Knowledge, Skills, and Abilities)

• Demonstrated knowledge of federal contract program management, quality control, compliance, risk management and controlled document governance.
• Working knowledge of physical security, security administration, access control, security systems, training, use-of-force considerations, emergency response, and current security industry practices.
• Ability to interpret contract requirements and applicable federal standards, including FAR RFO requirements and interagency Security Committee (ISC) standards, and translate them into executable policies, controls, plans and corrective actions.
• Ability to lead audits and site reviews; analyze performance data and operational risk; manage nonconformities and corrective actions.
• Strong leadership, judgment, communication, and stakeholder management skills.

Minimum Qualifications

• Bachelor's Degree in Arts/Sciences (BA/BS) in business administration, security management, criminal justice, quality management, compliance, operations, or a related discipline; equivalent related experience may be considered where appropriated. Required
• 10+ years Progressive supervisory, management, operational, quality, compliance, security, contract administration, or government-services experience, with demonstrated responsibility for complex multi-site operations, policy/procedure governance, performance management, or program execution. In compliance with this state's pay transparency laws, the salary range for this role is $107,200.00 - $160,800. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. Pay is determined by the assigned work location and, where applicable, the governing collective bargaining agreement. The posted range reflects differences among locations and agreements; the rate for each assignment is fixed and is not based on seniority or experience
