Job summary

Durham County Government is seeking an experienced engineering leader to serve as a key executive over POTW, water, and wastewater systems. The role entails directing operations, capital projects, regulatory compliance, and financial planning to ensure reliable utility services for residents and industrial customers.

The position requires a PE license, a bachelor’s degree in civil or environmental engineering, and 7+ years in utility leadership, with supervisory experience.

Qualifications

• Bachelor’s degree in civil engineering, environmental engineering, or closely related field.
• 7 years of progressively responsible utility engineering, public works, or utility management experience.
• 3–5 years of progressively responsible supervisory or management experience.
• Current registration as a Professional Engineer (P.E.) in the State of North Carolina.
• Must possess and maintain a valid driver’s license issued by North Carolina.

Responsibilities

• Oversee the operation and maintenance of collection, water, and distribution systems; direct project management for development services and CIP.
• Provide executive-level technical and strategic guidance on utility operations and long-range planning.
• Monitor and implement federal and state regulatory requirements; draft amendments for review by County leadership.
• Ensure compliance with safety standards and promote a culture of safety.
• Lead and supervise staff; approve personnel actions, timesheets, and leave requests.
• Develop performance metrics, evaluate performance, update work plans, and allocate resources.
