Job summary

Columbia Bank is seeking a Compliance Manager focused on CRA compliance to develop and oversee the bank's CRA program and CMS components. You will coordinate cross-functional efforts, manage regulatory reporting, and partner with regulators and community organizations to meet CRA objectives.

The role requires extensive CRA regulatory knowledge, supervisory experience, and the ability to train teams across departments.

Qualifications

  • 5+ years of CRA compliance experience in a large financial services institution or regulatory setting.
  • Experience with CRA Exam management preferred.
  • Ability to read, interpret and apply regulatory requirements.
  • Strong written and verbal communication skills.

Responsibilities

  • Develop and implement CRA compliance program and policies under the Director of CRA Compliance.
  • Oversee reporting, collection and management of CRA activities across lending, investment and service.
  • Prepare analyses on branching activity and its impact on LMI neighborhoods.
  • Conduct training and deliver presentations on CRA topics to internal and external audiences.
  • Provide regulatory compliance consultation and guidance; supervise and mentor staff.

About the Role:A compliance manager develops, implements and oversees designated compliance programs and associated policies and procedures. The role individually contributes and leads others to achieve successful outcomes relative to the Bank’s Compliance Management System and Corporate Risk Management objectives, with a specific focus on the Community Reinvestment Act (CRA). Assists the Director of CRA Compliance in executing and providing oversight of the Bank’s CRA Program.The Compliance Manager works cross-functionally to ensure the Bank’s CRA objectives are carried out in accordance with the Bank’s Risk Appetite and all applicable state and federal banking laws, rules, and regulations. The role has direct interface with the Bank’s regulators, the Bank’s Executive Leadership Team, and serves as a liaison and maintains relationships with nonprofit/community partners.Extensive CRA regulatory knowledge and application; demonstrate strong competencies and keeps up to date on regulatory changes within the CRADevelop and implement CRA compliance program and policies under the direction of the Director of CRA Compliance.Oversee the reporting, collection, and management of CRA activities (lending, investment, and service) based on regulatory framework to satisfactorily meet the credit needs of the community, consistent with safe and sound operation of the BankPrepare analysis on branching activities, such as potential branch openings, closings, relocations and its impact on LMI neighborhoods according to CRA frameworkAssist in the preparation of key CRA Program documents, including peer-bank analysis, self-assessments, and performance context reportsConduct training and deliver presentations on CRA and other related topics to various audiences which may include but is not limited to internal working groups, committees, and external parties, as neededOversee designated components of Compliance Management System (CMS) policies and programsProvide technical regulatory compliance consultation and advice.Supervise, coach, and mentor one or more staff members in the compliance function. May be asked to train others and teach coursework as subject matter expert.Follows all Bank policies and procedures, compliance regulations, and completes all required annual or job-specific training.Maintain a working knowledge of Bank's written policies and procedures.May represent Columbia Bank to Industry or community organizations - attend conferences, seminars, or other events as needed.Actively learns, demonstrates, and fosters the Columbia corporate culture in all actions and words. Embraces our vision to become “Business Bank of Choice”May perform other duties as assigned.About You:College degree preferred5+ years of experience in CRA Compliance for a large financial services institution or regulatory agency preferred5+ years of related supervisory/management experience preferredExperience with CRA Compliance Exam management preferredExperience with FHLB Des Moines Community Programs preferredDemonstrated ability to read, interpret and apply regulatory requirements to areas of responsibilityAbility to foster teamwork and work in complex environmentsExperience leading, coaching, and mentoring teams and working across various business lines preferredIn-depth and wide-ranging knowledge of CRA regulation and company policies and proceduresAbility to develop and present CRA compliance strategiesRisk management and project management experience desiredStrong written and verbal communication skillsTakes personal initiative, has self-discipline with a high degree of self-management, and is a positive example for others to emulateExpert proficiency with Microsoft Office Suite (Outlook, Word, Excel, PPT)Must have familiarity (experience preferred) in CRA Software such as RiskExec/CRAWiz/CyberGrants/Kadince, etc.Occasional travel may be requiredThe pay range for this role is $130,000 - $150,000.The pay rate for the selected candidate is dependent upon a variety of non-discriminatory factors including, but not limited to, job-related knowledge, skills, and experience, education, and geographic location.
