Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under general guidance and direction of the County Engineer; performs work of unusual difficulty in the management and supervision of staff and complicated construction and engineering projects; performs complex professional civil engineering planning and project oversight in flood control, construction, engineering, roads and highways, bridges, and system infra‑structure; serves as the Division Head in the absence of the County Engineer.

Assists in the management of the Flood Control Division and engineering/flood control permitting; assists the supervision of capital improvement program, contracts, division employees, performance of evaluations, applicant interviews, and makes related recommendations to County Engineer; plans, coordinates, organizes, directs, reviews and inspects the construction and design of civil engineering projects; assists in the preparation of the program budgets; solicits and tracks funds; prepares and presents agenda items to the board; prepares plans, specifications, estimates, contracts and agreements; provides professional engineering direction and guidance in the construction, maintenance, and operation of civil engineering projects; recommends methods of resolving complex problems; improves project materials and practices; prepares complex and long range programs, feasibility studies, financing requirements, estimates and recommendations; participates in the preparation of codes, ordinances and resolutions; checks and reviews final plans and specifications including contract projects for submittal to County Engineer; provides internal technical advice and guidance related to design, drainage, right-of-way, development, survey, buildings, construction management, and other county capital improvements; acts as liaison with federal and state departments and agencies, municipalities and local parties for projects and regulatory coordination; oversees revisions to administrative procedures and county standards and ordinances related to engineering and flood control; inspects projects, and assures conformance to plans, county, state, and Federal regulations; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Bachelor’s Degree in Civil Engineering, or related field; AND five years of civil engineering experience, including two of supervisory experience at the Senior Civil Engineer level; or construction engineering experience, including two years of supervisory experience; OR an equivalent combination of education and experience; must have registration as a Civil Engineer by the Arizona State Board of Technical Registration, OR by the technical board of another state, with the ability to obtain such Arizona Registration within one year of employment; must possess and maintain a valid Arizona driver’s license; requires successful completion of a background check.

Knowledge, Skills And Abilities

Knowledge of: County policies and procedures; fundamentals of civil engineering, mathematics and physics as applied to engineering, topography and construction surveying, stress analysis, and analytical mechanics; laws, regulations and directives relating to civil engineering construction projects; civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to flood control, civil engineering, construction and traffic studies and projects; methods, procedures and techniques for evaluating construction contract compliance; technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications; field engineering, surveying, inspections and construction practices; strength, properties, and uses of construction materials; of regulatory agencies and the sources of engineering information.

Skill in: receiving assignments in general terms, and planning, analyzing, assigning components and directing the work of a group of engineering personnel to complete the assignment; effectively managing staff, delegating tasks and authority, and training professional and paraprofessional personnel; assessing and prioritizing multiple tasks, projects and demands; developing, analyzing, and implementing operational systems; designing a variety of civil engineering structures with skill and accuracy; making accurate drawings and maps, difficult mathematical computations, and keeping accurate field notes; analyzing and evaluating technical engineering data and construction documentation; application of engineering theory to field and office problems; preparing reports and checking designs, details, estimates, plans, and specification of engineering projects; establishing effective working relationship with consultants, contractors, other agencies and the public; communicating effectively verbally and in writing; using computers and advanced level software applications;

Ability to: communicate effectively verbally and written; use modern office equipment and computers; plan, organize, direct staff; research and write detailed reports and narratives for grant applications; planning and organizing work; establish and maintain effective working relationships with employees, other agencies and the public; perform the essential functions of the job specifications with or without a reasonable accommodation.

Work Environment

The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.

Medical Coverage Category

The YCEBT is a self‑funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

• Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.
• Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “Wellness Incentive” will receive a $30 monthly premium reduction by completing a preventative visit.
• Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
• International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
