The duties that the incumbent of the vacancy will be expected to perform. Duties Description This Dentist 1 position is a direct service position that will be responsible for providing professional dental care for youth who are in the custody of OCFS by diagnosing and treating diseases, injuries and malformations of teeth and gums. The Dentist 1 will perform a full range of dental duties in connection with the treatment of dental diseases or dental health problems requiring corrective restorative or preventive measures as required by agency policy and procedures.
PRIMARY DUTIES AND RESPONSIBILITIES INCLUDE:
• Clean teeth by scaling calculus.
• Conduct examinations of individuals teeth and surrounding oral structures utilizing x-rays, mouth mirrors and other diagnostic procedures and instruments to determine pathological or irregular conditions.
• Treat dental diseases, injuries and malfunctions of teeth and gums.
• Perform restoration of simple and compound cavities.
• Administer anesthetics.
• Perform oral surgery commensurate with professional qualifications.
• Perform extractions of teeth.
• Treat teeth, mouth and gum infections with appropriate drugs or by surgery.
• Maintain written records of individuals dental treatments.
• Advise individuals about dental health practices.
• Instruct and direct paraprofessional dental staff in the performance of auxiliary duties.
• Provide general supervision for licensed dental hygienist to conduct their scope of practice duties.

*During the next 2-3-year period, youth placed at the Finger Lakes Residential Center (Tompkins County) will be transported to MacCormick Secure Center due to dental suite renovations.
Upon completion of the renovations project at Finger Lakes, the candidate will travel to the Finger Lakes Dental Clinic, likely 2 days per week which will result in the travel percentage being 40%.
Additional duties and travel expectations to be discussed in detail at interview.

The minimum qualifications required for this vacancy. Minimum Qualifications Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *
Possession of a license and current registration to practice dentistry in New York State.
Must maintain a valid New York State license and registration.

Salary Schedule for the position is as follows:

The posted hiring salary includes the statutory hiring rate for PS&T Grade 30 + Increased Hiring Rate ($27,544) + Geographic Differential ($35,000). This position will be filled on a full-time basis.
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted to obtain a record of their criminal history information and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
