South Orange County Community College District seeks a Dean of Extended Learning to provide strategic leadership and oversight for noncredit programs such as Emeritus, Adult Education and ESL. Under the general direction of an administrator or designee, theDean of Extended Learning provides strategic leadership,administrative oversight, and direction for the college’s ExtendedLearning programs and services, including Emeritus, AdultEducation, High School Equivalency, English as a Second Language(ESL), OASIS, and other assigned noncredit programs. The Deandevelops and implements strategic initiatives that support programquality, access, enrollment growth, student success, andresponsiveness to evolving community and workforce needs.
The Dean of Extended Learning provides leadership for the planning,development, implementation, evaluation, and continuous improvementof Extended Learning programs and services; identifies and advancesopportunities for program expansion and innovation; overseesassigned personnel, budgets, resources, and operations; andpromotes effective and high-quality program delivery. The Deancollaborates with instructional and administrative leadership,faculty, staff, community partners, and other stakeholders within aparticipatory governance environment to advance college andDistrict priorities. The Dean ensures assigned programs andoperations comply with applicable federal and state laws andregulations, accreditation requirements, District policies andprocedures, and college goals, standards, and objectives.
Foster a culture of collaboration, mutual respect, innovation, andcontinuous improvement throughout the District; lead by example;actively participate in and support District-wide participatorygovernance components and activities and other collaborativeprocesses; encourage professional excellence among the staff andpromote an organizational culture of customer service, innovation,and quality services.
Receive general direction from the Vice President for Instructionor designee of the President.
Exercise functional and technical supervision over faculty,professional, academic, classified and other staff asassigned.

Serves as the college’s official representative to the South OrangeCounty Regional Consortium (SOCRC), for the California AdultEducation Program (CAEP). Provides leadership and oversightplanning, funding, coordination, staffing, program delivery andevaluation within assigned areas of responsibility. Develops andimplements goals, objectives and strategic initiatives for ExtendedLearning programs and participates in regional and District-wideshort and long-range planning to promote coordinated, effective,and responsive delivery of adult education programs andservices.
Provides strategic and administrative oversight of fiscalstability, effective resource allocation, and alignment of collegeand regional Extended Learning programs with identified communityand regional needs; oversees budget development and administration,payroll, facilities planning and related operational resourceswithin the assigned areas; reviews the California Adult EducationProgram fiscal submissions for accuracy, compliance andcompleteness prior to certification by the designated SOCRCofficial; directs and integrates the planning, development,implementation, administration and evaluation of Extended Learningprograms to support effective program delivery, responsiblestewardship of resources, and achievement of established goals andobjectives.
Collaborates with consortium members to coordinate, strengthen andcontinuously improve SOCRC consortium programs and services;supports SOCRC governance and administrative processes to ensureBoard meetings, public notices, agendas, and related actions areconducted and documented in accordance with the Brown Act and otherapplicable legal and regulatory requirements.

Any combination of education and experience that would likelyprovide the required knowledge and abilities is qualifying. Atypical way to obtain the knowledge and abilities wouldbe:
Master’s degree from an accredited college or university in adiscipline reasonably related to the assignment. An earneddoctorate from an accredited college or university ispreferred.
At least three years of recent administrative and leadershipexperience; two years of teaching experience at the post-secondarylevel preferred.

Preference will be given to those candidates demonstrating a highlevel of professional expertise in: institutional effectiveness;leadership experience in the development, organization, andmanagement of postsecondary instructional programs; evidence of anunderstanding of and experience with principles of participatorygovernance and effective participation; evidence of experience inpresenting summary analytical reports about student outcomes data,trends and fluctuations; and accreditation reports. Proven trackrecord of developing business and instituting strategic clientrelationship management in partnership with communitypartners.
