Qualifications

• Supervise, schedule, train, mentor, and evaluate assigned Disturbance Control Team members.
• Lead the planning, preparation, and execution of responses to disturbances, riots, fights, cell extractions, hostage situations, medical emergencies, and other high-risk incidents.
• Develop, implement, and continuously improve team training programs covering use of force, less-lethal munitions, defensive tactics, de-escalation, riot control formations, cell extraction techniques, crisis intervention, and post-incident procedures.
• Conduct regular drills, scenario-based training, and after-action reviews. Document findings and implement corrective actions as necessary.
• Ensure all Disturbance Control Team equipment, including protective gear, shields, less-lethal weapons, restraints, and communication devices, is inventoried, maintained, and mission-ready at all times.
• Enforce strict adherence to use-of-force requirements, reporting requirements, and documentation standards. Review related incident reports for accuracy and completeness.
• Coordinate with Management, shift supervisors, medical staff, ICE personnel, and external agencies during incidents, exercises, and emergency response activities.
• Maintain readiness for rapid deployment and serve as the on-scene tactical leader when the Disturbance Control Team is activated.
• Assist with the selection, onboarding, training, and performance management of Disturbance Control Team members.
• Ensure team activities comply with ICE policies, PBNDS, ACA standards, PREA, Facility SOPs, company policies, post orders, and applicable use-of-force requirements.
• Provide leadership and direction during critical incidents while maintaining professionalism, accountability, safety, and respect for the rights of staff, detainees, and visitors.
• Maintain effective communication with Management, ICE personnel, Shift Supervisors, Detention Officers, medical staff, and other facility departments.
• Participate in post-incident reviews and recommend training, equipment, or procedural improvements based on identified needs.
• Perform other duties as assigned by Management.

Required (Minimum Necessary) Qualifications

• Education Requirements: Bachelor’s degree from an accredited institution in Criminal Justice, Corrections, Emergency Management, Homeland Security, Public Administration, or a closely related field, or four years of experience as a Detention Officer.
• Level of Experience Requirements Demonstrated knowledge of ICE Performance-Based National Detention Standards (PBNDS), use-of-force policies, and emergency response protocols in a detention or correctional setting.
• Ability to obtain and maintain the required DHS/ICE Public Trust or PSU clearance, as required by the contract.
• Must meet applicable citizenship or lawful permanent resident requirements established by the contract.
  • Valid driver’s license and ability to meet company and contractual driving standards.
  • Must successfully complete required background investigation, drug screening, medical examination, and physical fitness assessment.
  • Ability to meet all physical requirements established by the contract and perform the essential functions of the position.
  • Ability to work flexible or rotating schedules, including days, evenings, nights, weekends, holidays, and extended shifts during emergencies or critical incidents.

• Knowledge of use-of-force requirements, defensive tactics, de-escalation, riot control formations, cell extraction techniques, crisis intervention, and post-incident procedures.

• Ability to maintain accountability, readiness, and proper inventory of specialized Disturbance Control Team equipment.
• Ability to coordinate effectively with Management, ICE personnel, medical staff, Shift Supervisors, Detention Officers, and external agencies.
• Ability to maintain professionalism, accountability, safety, and consistency while operating in high-stress situations.

Preferred

• Previous leadership experience in DoD, DHS, a Disturbance Control Team, Special Response Team (SRT), Correctional Emergency Response Team (CERT), or an equivalent specialized unit.
• Experience in grappling arts.
• Instructor certification in defensive tactics, less-lethal munitions, use of force, or crisis intervention.
• Bilingual in English and Spanish.
• Additional relevant certifications, such as FEMAICS/NIMS, CPR/First Aid/AED, or PREA.

• Other Pertinent Work Details: This is a physically demanding and high-stress supervisory position.
