Job summary

Valiant Solutions is seeking a DCISE Technical Lead to join our cybersecurity team in Linthicum Heights, MD. The role represents the contractor to DCISE leadership and ensures quality and efficiency across all task performance while assisting with government financial processes.

The candidate will lead all-source cyber threat intelligence analysis, provide direction to analysts, and oversee malware, network, and IOC analysis. A TS/SCI eligibility and 10+ years of relevant experience are required.

Qualifications

• Ten years of recent experience leading technical efforts supporting intelligence analysis requirements.
• Ten years of recent experience supervising teams supporting intelligence analysis requirements.
• Ten years of recent experience using scanning tools (e.g., VirusTotal) to scan suspicious files, run queries, pivot on indicators, and analyze malware characteristics.
• Ten years of recent experience with intelligence analysis processes, including OSINT and closed-source intelligence gathering, source verification, data fusion, link analysis, and threat actor knowledge.
• Ten years of recent experience conducting malware and network analysis, including identifying protocols, persistence mechanisms, encoding techniques, and encryption, and how APT actors use them.

Responsibilities

• Lead technical execution of all-source cyber threat intelligence analysis and reporting in support of DCISE mission requirements and Defense Industrial Base stakeholders.
• Provide technical direction, oversight, and mentorship to analysts conducting cyber threat, malware, network, and indicator analysis, ensuring consistent analytical quality and tradecraft.
• Direct the investigation and correlation of cyber threat activity across open and closed intelligence sources, including IOC analysis, data fusion, link analysis, and attribution of threat actor tactics, techniques, and procedures.
• Oversee technical analysis of suspicious files, malware, network activity, and associated indicators using scanning and analysis tools to identify malicious behaviors, persistence mechanisms, protocols, encoding, encryption, and APT activity.
• Review and validate intelligence products, technical findings, IOC reporting, and required cyber incident or compliance reporting to ensure accuracy, completeness, timeliness, and alignment with customer and DIB information-sharing requirements.

Required Experience

• Ten years of recent experience leading technical efforts supporting intelligence analysis requirements in all-source cyber analysis and reporting.
• Ten years of recent experience supervising teams supporting intelligence analysis requirements in all-source cyber analysis and reporting.
• Ten years of recent experience using scanning tools (e.g., VirusTotal) to scan suspicious files, run queries, pivot on indicators, and analyze malware characteristics such as MD5 and SHA1 hashes, file size, file name, and file path.
• Ten years of recent experience with intelligence analysis processes, including open-source intelligence (OSINT) and closed-source intelligence gathering, source verification, data fusion, link analysis, and threat actor knowledge.
• Ten years of recent experience conducting malware and network analysis, including identifying protocols, persistence mechanisms, encoding techniques, and encryption, and how Advanced Persistent Threat (APT) actors use them.

Desired Experience

• Experience supporting a Defense Industrial Base (DIB) information-sharing or threat-intelligence program comparable to DCISE.
• Working knowledge of indicator-of-compromise (IOC) lifecycle management and machine-readable threat-intelligence formats (e.g., STIX/TAXII).
• Experience producing DFARS-driven mandatory reporting or similar compliance reporting.
