Job summary

The Children’s Guild in Washington, DC is seeking a Lead Behavioral & Records Specialist to lead the school’s behavior management framework, oversee student records compliance, coordinate IEP meetings, and supervise behavioral supports.

This role requires strong knowledge of IDEA, FERPA, and OSSE requirements while coaching staff to maintain regulatory compliance across ESY planning and behavioral operations.

Position SummaryThe primary roles of the Lead Behavioral & Records Specialist are to: 1) Lead implementation of the school's behavior management framework; 2) Oversee student records compliance and regulatory requirements; 3) Coordinate IEP meetings, Special Education documentation, and OSSE transportation; 4) Lead ESY planning and behavioral operations; 5) Supervise behavioral supports, records processes, and compliance systems; and 6) Serve as a resource to students, families, staff, and school leadership.QualificationsThe successful candidate demonstrates leadership, organizational excellence, behavioral expertise, knowledge of IDEA, FERPA and OSSE requirements, and the ability to coach staff while maintaining regulatory compliance.Academic Preparation and/or ExperienceAssociates degree in Education, Special Education, Psychology, Behavior Analysis, Social Work or related field.HS Diploma required (or relevant equivalent)Minimum five (5) years of school-based behavioral and/or special education experience.Experience coordinating IEP compliance, student records and behavioral programming.BCBA preferred or eligibility to obtain behavioral certification preferred.AccountabilityThis position is accountable to the Principal.Supervisory ResponsibilitiesProvides functional supervision, coaching and oversight to Therapeutic Behavior Aides, Resource Instructors, and assigned support staff in coordination with the Principal.Skills and ResponsibilitiesKey Result Area #1: Responding to Mindset in BehaviorThis KRA is successfully completed when the professional:1. Demonstrates proactive behavior management strategies that create emotionally and physically safe learning environments.2. Identifies replacement behaviors aligned with IEPs and BIPs.3. Monitors interventions involving aggressive or self-injurious students.4. Facilitates behavioral case reviews.5. Develops replacement behaviors and coaches staff.6. Ensures PBIS implementation and data-driven decision making.7. Uses continuous behavioral data collection and analysis.Key Result Area #2: Management of Behavioral Services in the SchoolThis KRA is successfully completed when the professional:1. Provides behavioral supervision to therapeutic behavior aides.2. Facilitates behavioral meetings and case reviews.3. Reviews classroom behavior management systems.4. Supports development and implementation of FBAs/BIPs.5. Participates in IEP meetings as requested.6. Provides family consultation and behavioral support.Key Result Area #3: Student Records, IEP & ComplianceThis KRA is successfully completed when the professional:1. Schedules IEP, MDT, eligibility and manifestation meetings.2. Coordinates OSSE bus transportation.3. Maintains active and archived student records.4. Ensures FERPA, IDEA and OSSE compliance.5. Coordinates student records requests and annual audits.6. Leads ESY operational planning and documentation.Key Result Area #4: Regulatory ComplianceThis KRA is successfully completed when the professional:1. Aligns practice with OSSE, IDEA, FERPA and applicable COMAR requirements.2. Monitors required documentation and notifications.3. Supports compliance audits and corrective actions.Key Result Area #5: TrainingThis KRA is successfully completed when the professional:1. Provides staff training on FBA/BIP implementation.2. Assesses programming and staff training needs.3. Provides in-class behavioral support.4. Maintains PCMA instructor certification or eligibility.5. Maintains CMT certification or eligibility.Key Result Area #6: Positive Student InterventionThis KRA is successfully completed when the professional:1. Executes PBIS throughout the school.2. Implements Transformation Education philosophy.3. Supports Culture Card implementation.4. Aligns behavioral interventions with IEP goals.Key Result Area #7: Workplace ConditionsThis KRA is successfully completed when the professional:1. Successfully completes required behavioral training.2. Assists with crisis intervention.3. Attends evening meetings as requested.4. Completes all other duties as assigned.Physical DemandsThe physical demands, essential functions, and reasonable accommodation language shall mirror the current Children's Guild exempt position description.
