MDOT MTA seeks a Senior Database Administrator to oversee development and maintenance of database systems across UNIX/Linux environments, supporting SQL Server and Oracle for mission-critical applications.

You will manage staff, budgets, and resources, ensure security patches, backups, disaster recovery, and coordinate with vendors and developers to optimize performance and reliability.

Qualifications

  • Bachelor's degree in a related field or 3 years of equivalent experience; master's preferred.
  • At least 8 years of experience in developing and maintaining database systems.
  • At least 5 years of experience with database management systems, system design and analysis, operating systems software, and data manipulation languages.

Responsibilities

  • Ensure servers are current with DBMS patches and security updates.
  • Develop and implement security procedures and access controls for MDOT MTA databases.
  • Maintain security and data integrity with backup routines and disaster recovery plans.
  • Create and maintain database maintenance and upgrade plans for production systems.
  • Coordinate interfaces between the DBMS and other data processing units.
  • Review and approve database designs for new systems.
  • Lead and supervise Database Administrators on the task order.

Location: Baltimore, MD

Duration: 5-year project: 2-year base term plus three 1-year options

Project scope

Provide services and support for Microsoft SQL Server and Oracle databases in UNIX/Linux environments, including operations, maintenance, and mission-critical MDOT MTA business applications. All resources will also support other client/server and web-based systems, provide application security guidance, and advise on best practices for planning, designing, and implementing emerging database management technologies.

Position overview

Manage the development of database projects, including staff and data resources, technical guidance, and operational performance.

  • Plan and budget staff and data resources.
  • Support application developers with planning and preparation, load analysis, and data backup and recovery.
  • Reallocate resources as needed to maximize benefits.
  • Prepare and deliver presentations on DBMS concepts.
  • Provide daily supervision and direction to support staff.
  • Monitor performance and identify opportunities to improve efficiency.
Required qualifications Education

Bachelor's degree from an accredited college or university in computer science, information systems, engineering, business, or a related scientific or technical discipline; or 3 years of equivalent experience in a related field.

A master's degree is preferred.

General experience

At least 8 years of experience in the development and maintenance of database systems.

Specialized experience

At least 5 years of experience with database management systems, system design and analysis, operating systems software, and internal and data manipulation languages.

Duties and responsibilities
  • Ensure servers are current with Database Management Systems (DBMS) patches and security updates.
  • Document, analyze and evaluate the various security procedures in place to provide system and data security for mission-critical business systems as defined by MDOT MTA's security standards. Provide access to this documentation to authorized personnel only.
  • Maintain security, perform and manage all database security checks and integrity of data access policies, standards and methods by establishing database recovery plans to minimize data losses and system downtime and by developing backup routines for the database management system software and for the stored data.
  • Develop standardized applications security procedures for MDOT MTA applications and databases.
  • Configure the hardware and software, perform integration testing, create and restore server images, create and implement plans to transition the MDOT MTA's statewide systems from testing to production.
  • Install and upgrade database servers, provide hardware/software specifications for various related systems within MDOT MTA to provide functional capabilities for the critical systems.
  • Create software and database maintenance plans for efficient upgrades and maintenance. Implement the plan and update it regularly.
  • Coordinate the database management system interfaces with other data processing units.
  • Review and approve/disapprove database designs for new systems.
  • Update all system documentation, including hardware and software versions as well as configuration parameters.
  • Submit a weekly report each Friday to the TO Manager covering all updates and configuration changes to the existing hardware or software platform.
  • Develop and maintain scripts, perform and monitor backups for mission-critical servers at MDOT MTA.
  • Troubleshoot and resolve database connectivity, backup issues while working with vendors, developers, users, project managers and backup operators.
  • Manage escalations and resolutions, including database connectivity and backup issues, with internal MDOT MTA team members and participating vendors.
  • Prepare and implement disaster recovery plans for various systems.
  • Create upgrade and migration schedules and plans to minimize the impact on production and mission-critical systems.
  • Assist MDOT MTA business-side system administrators on database issues/errors and assist users and programmers with SQL queries and tuning.
  • Research, test, document and make recommendations to the TO Manager on a variety of new database technologies, including cloud services, that could be implemented at the MDOT MTA and provide recommendations about the migration and upgrade paths for various systems.
  • Coordinate the installation and implementation of database management system software and related software tools with vendors, other data processing staff and system users.
  • Develop and implement new database management policies, procedures and standards.
  • Hold status meetings with ITG Management on various projects. Provide DBMS expertise whenever required.
  • Attend internal MDOT MTA staff meetings as requested with network team, project managers, business users, developers and upper management.
  • Create, collaborate on, and review hardware and software requirements, configuration change requests, work breakdown structures, implementation plans, and testing plans for database projects and requirements.
  • Receive and review all Weekly Status Reports from Database Administrators and compile for submission to the TO Manager.
  • Receive and review weekly Quality Assurance/Performance Report from Senior Database Administrators. Prepare for submission to the TO Manager.
  • Lead and support all Database Administrators assigned to the Task Order.
  • Perform other related duties as assigned by MDOT MTA management.
  • Perform the role of the Senior and Junior Database Administrators if warranted.
